We’re seeking an experienced Quantity Surveyor to join our Essex based Client, to take ownership of commercial management across rail and civil engineering maintenance frameworks. This is a key role focused on protecting margin, strengthening commercial controls, and driving value through effective cost and contract management.
Role Overview
You will be responsible for end-to-end commercial delivery across multiple work packages, from mobilisation through to final account. Working closely with operational teams and clients, you will ensure robust financial control, accurate forecasting, and proactive management of change under NEC3/NEC4 (and Network Rail bespoke) contracts.
Key Responsibilities
- Lead commercial mobilisation including cost structures, budgets, and reporting systems
- Prepare and manage monthly applications, valuations, and payment certification
- Administer Early Warnings and Compensation Events, including negotiation and agreement of changes
- Own CVR, forecasting, earned value analysis, and cash flow management
- Manage subcontract procurement, tendering, payments, and final accounts
- Ensure accurate project records and evidence are maintained to support commercial position
- Liaise with client commercial teams and ensure compliance with framework KPIs
- Deliver clear commercial reporting including dashboards and cost/value analysis
What We’re Looking For
- Strong background in Quantity Surveying within rail, civils, or infrastructure (contractor-side preferred)
- Solid experience with NEC3/NEC4 and/or Network Rail frameworks
- Proven ability to manage CVR, forecasting, and commercial reporting
- Confident negotiator with strong stakeholder management skills
- Ability to work independently across multiple concurrent work packages
Desirable
- RICS qualified (or working towards)
- Experience on Network Rail frameworks
- PTS or rail safety certification
