We supervise the island's financial services industry for compliance with both conduct and prudential requirements, and under the anti-money laundering (AML), countering financing of terrorism (CFT), and countering proliferation financing (CPF) framework.

The JFSC is one of the few regulators globally to benefit from the Regulator and the entity Registrar operating under a single financial services commission.

Division: Policy, Innovation Hub, and Marketing & Communications

These teams align together to support both internal and external aspects of the JFSC.

  • The Policy team works with Government, industry and internal stakeholders to keep domestic laws, regulations and Codes updated and fit for purpose. It works to ensure the JFSC operates in alignment with international standards, including those set by the International Organization of Securities Commissions (IOSCO), the Bank for International Settlements and the Financial Action Task Force (FATF), which strengthen Jersey’s reputation, consumer protection and resilience against financial crime.
  • The Innovation Hub facilitates technology adoption both inside and outside the JFSC, supporting the growth of fintech, regtech and suptech.
  • The Marketing & Communications team delivers internal and external communications designed to support the JFSC in meeting its mission.

Team: Policy

The team is responsible for the development and maintenance of Jersey’s financial services regulatory framework. This includes laws, Codes of Practice, and guidance that supports the financial services industry in its work and protection against financial crime.

Strong stakeholder relationships, coupled with in-depth expertise is at the heart of how we make policy. The team works closely with other divisions within the JFSC, industry, the Government of Jersey, peer regulators, and international standard-setting bodies to ensure regulation appropriately guards against financial crime and consumer harms, in a way which does not unduly disadvantage Jersey’s financial services industry.

Role: Policy Adviser, Conduct and Prudential Policy (Permanent/Full-time)

Reporting to the Head of Conduct and Prudential Policy, the Policy Adviser leads and contributes to regulatory policy initiatives that support the JFSC’s objectives and Jersey’s position as a proportionate, efficient and transparent international finance centre.

The role focuses on conduct and prudential policy. It involves expert research and analysis, high-quality drafting, project delivery and engagement with internal and external stakeholders. The role holder will take ownership of assigned policy work, provide clear advice on complex issues and contribute to domestic and international regulatory developments.

The successful candidate will join the JFSC at a key stage in its development, as it seeks to play an enhanced role in the continued success of Jersey as a highly regarded International Financial Centre. The candidate will deliver the following outcomes:

  • Contribute to the design, development, delivery and maintenance of conduct and prudential regulatory policy, including legislation, Codes of Practice and guidance.
  • Lead defined policy initiatives and workstreams from initial scoping and evidence gathering through consultation, decision and implementation.
  • Conduct in-depth research and analysis of complex regulatory issues, including impact assessment where appropriate, to support evidence-based policy making.
  • Monitor relevant international regulatory developments, including work by IOSCO, the EU and the Bank for International Settlements, and assess the implications for Jersey’s conduct and prudential framework.
  • Draft high-quality consultation papers, discussion documents, policy statements, briefings, and submissions to the Executive Directors Committee and Board.
  • Represent and support the JFSC in consultations and discussions with industry, Government, peer regulators and international standard-setting organisations.
  • Work closely with Supervision, Legal and other internal teams so that policy proposals are practical, informed by operational experience and capable of consistent implementation.
  • Provide accurate, timely and practical advice to colleagues and senior decision-makers on conduct and prudential policy matters.
  • Manage and contribute to cross-functional policy projects, ensuring timely delivery, effective governance and alignment with organisational priorities.
  • Help keep the regulatory framework accessible, up to date, coherent and responsive to emerging risks, market developments and technological change.

  • High-quality conduct and prudential policy outputs are evidence-based, proportionate, technically robust and delivered to agreed timescales.
  • Policy projects and workstreams are well scoped, managed and documented, with clear governance and effective stakeholder engagement.
  • Executive Directors Committee and Board submissions clearly explain the issue, evidence, options, impacts and recommended course of action.
  • Internal colleagues receive timely, credible and practical advice and understand the purpose and effect of policy changes.
  • Consultation feedback is evaluated fairly and transparently and used appropriately to improve policy outcomes.
  • The conduct and prudential framework remains aligned with relevant international standards and responsive to emerging risks and market developments.
  • The role holder develops recognised expertise and contributes positively to a collaborative, externally focused and effective Policy team.

Are you suitable for this role?

Suitable candidates for this role will have:

  • Knowledge of the purpose of conduct and/or prudential regulation, including consumer protection and/or the safety, soundness and resilience of regulated businesses.
  • The ability to anticipate future policy needs and regulatory shifts and assess their implications for Jersey.
  • Strong analytical skills, with the ability to examine complex issues, evaluate evidence and synthesise information into practical policy solutions.
  • Excellent written and verbal communication skills, with the ability to explain complex ideas clearly to diverse audiences.
  • Strong stakeholder engagement, influencing and negotiation skills.
  • Effective project management and organisational skills, including experience of managing or contributing to multidisciplinary projects.
  • Professional curiosity and an interest in financial markets, technological developments and public policy.
  • Sound judgement, resilience and the ability to manage competing priorities and change.
  • Substantial relevant experience in conduct and/or prudential regulation, or strong transferable regulatory or policy experience that are demonstrably transferable in these areas. Experience focused solely on financial crime will not by itself meet the requirements of the role.
