Jersey Electricity (JE) is building a high performance, future ready organisation. The Senior People Partner L&D will develop and roll out JE's company-wide learning strategy. This includes managing and supervising our Learning Management System (LMS) and building a learning culture that provides colleagues with skills for the present and strengths for the future. The role also leads the complete learning portfolio, including the deployment and continuous refinement of The Living Leader programme, and offers daily leadership and development for the L&D Administrator.
Key Responsibilities
- Define, own, and annually refresh JE's L&D strategy aligned to business priorities, regulatory context, and workforce plans.
- Provide oversight of the newly implemented LMS system, supporting group-wide adoption and integration with people systems.
- Partner with leaders to identify priority skills gaps using data (performance, compliance, hiring, exit data) and qualitative insights (surveys, interviews, operational metrics).
- Develop skills for the future pathways (e.g., digital literacy, data proficiency, sustainability, customer excellence, safety leadership) and measure uplift over time.
- Own the build, scheduling, and delivery plan for The Living Leader across cohorts (SLT, people leaders, and emerging leaders).
- Embed measurement (participant feedback, 180/360, behaviour change indicators, engagement and performance signals).
- Coordinate mandatory/compliance training (e.g., safety, regulatory, data protection), ensuring accurate assignment, completion, and audit readiness.
- Build an L&D analytics suite: participation, completion, skills progression, manager activation, and business impact/benchmarks.
- Provide clear objectives, mentoring, and professional development for the L&D Administrator; role model inclusive, strengths based leadership.
- Provide governance for all designated Trainers around the JE group ensuring alignment with Skillco LMS and governance on all training activity.
Skills, Knowledge & Expertise
- Strategic thinker with strong execution rigor and programme management.
- Data literate and comfortable with dashboards, A/B testing, and impact evaluation.
- Outstanding facilitation, storytelling, and collaborator influence-credible at SLT level.
- Inclusive, coaching led people leader who builds capability in others and champions psychological safety.
- End to end ownership of an enterprise L&D portfolio, including LMS implementation and adoption at scale.
- Designing skills frameworks and pathways; using learning data/people analytics to drive decisions.
- Delivering leadership development and behaviour change programmes that measurably improve outcomes.
- Managing vendors, budgets, and contracts; working within regulated and safety critical environments preferred.
- Educated to degree level or equivalent in a related field.
- CIPD Level 5+ (or equivalent L&D/OD qualification); mentoring.
- Curious, tech savvy, and continuous improver; bias to experimentation and evidence.
