This position is based in Dubai, Riyadh, London, Germany, and Beijing. This role requires strong local experience in procurement management, development, and execution. The Procurement Specialist will closely collaborate with International Development Management, Business Development, and Asset Management teams, reporting to the Group Director of International Procurement Dept. The objective of this role is to lead and support all aspects of procurement works, including procurement strategy formulation, vendor development and management, tendering and bidding, procurement execution for new pipeline projects and renovation projects in the Logistic & Industrial Sector, ensuring compliance with company policies and cost targets.
Job Responsibilities
- Procurement Strategy & Planning: Develop and implement comprehensive procurement strategies for Development Projects (focus on Logistic & Industrial Sector) in the Middle East/Europe/Asia region, aligned with the company’s business objectives, cost targets, and quality standards. Collaborate with cross-functional teams (Development, Asset Management, Business Development) to understand procurement needs, plan procurement timelines, and ensure alignment with project schedules. Ensure all procurement activities comply with local regulations, company policies, and international procurement best practices.
- Vendor Management & Development: Establish and maintain a comprehensive suppliers database for the Middle East/Europe/Asia region, focusing on Logistic & Industrial Sector vendors (e.g., construction materials, equipment, services). Manage existing vendor relationships, negotiate long-term cooperation agreements, optimize vendor terms, and resolve vendor-related issues in a timely manner.
- Tendering, Bidding & Procurement Execution: Lead and execute the full procurement cycle, including tender documentation preparation, tender release, bid evaluation, negotiation, contract award, and order placement. Assist other departments in fulfilling their procurement needs, coordinate cross-departmental communication to ensure procurement requirements are clearly understood and met. Manage tendering and bidding processes in accordance with procurement strategies, ensuring transparency, fairness, and efficiency.
Job Requirements
- Professional qualification in Procurement, Supply Chain Management, Logistics, or related fields.
- Minimum 5 years of relevant procurement experience in industrial and/or logistics projects (preferred) or Real Estate sector, with a focus on the Middle East/Europe/Asia region.
- Strong understanding of local procurement market, cost benchmark, local regulations, authority charges, and legal requirements.
- Proven track record in procurement strategy formulation, vendor development, tendering and bidding management, with a minimum of 3 full-cycle project procurement experiences in Logistic & Industrial Sector.
- Strong local network and resources of vendors/suppliers in the Middle East/Europe/Asia region.
- Proficient in using ERP systems for procurement management, familiar with procurement software and tools.
- Excellent interpersonal skills, with strong negotiation, written and oral communication abilities in English.
- Chinese or Arabic (refer to Middle East) or German (refer to Germany) language proficiency is an advantage.
- High level of independence, initiative, accountability, cultural sensitivity, endurance, and adaptability; demonstrates excellent leadership to drive procurement projects and is a team player.
- Familiar with international logistics real estate procurement management is a plus.
