The Resourcing Planning Specialist is responsible for working with the business to optimise the use of existing resources and plan future requirements based on business strategy and skills required. The successful candidate will work closely with the Field team to understand tasks completed (cleaning, maintenance and repair of JCDecaux assets) and propose optimal resource models, job design and skills pathways, considering both cost efficiency, colleague experience and career development. The role will then broaden in focus to consider resourcing models and requirements across the business. The role holder will play a key part in developing the company’s approach to skills-based resourcing and career pathways.
The role will report to the Head of People Business Partnering & Operations and will work closely with People Team colleagues on skills and career mapping and organisational change, but will also work extremely closely with key stakeholders in other departments, embedded in business areas during projects.
What You will be Doing
- Operational Analysis, Planning and Scheduling
- Analyse all Field Operations tasks (cleaning, maintenance, repairs, inspections, poster changes, digital checks, etc.) and quantify the average time and effort required for each activity, using “day in the life of” studies, whilst considering the impact of constraints (e.g. asset condition, location constraints, access issues, weather, traffic).
- Develop a database of task types, standard times, and associated resource requirements (e.g. skill set, tools, vehicle type).
- Identify inefficiencies across the operation and provide pro-active solutions to resolve.
- Design, model and recommend optimal routes and shift patterns for Field Operations teams, optimising productivity, maintaining required service levels and enabling positive colleague experience and development.
- Operating Model development and Continuous Improvement
- Working with operational and IT colleagues, review end to end business processes in different business areas, identifying bottlenecks, opportunities for automation and improvements in customer and colleague experience.
- Develop appropriate operating models or role designs to address these.
- As part of a wider team project, map the skills needed for key roles in the business and use this information to demonstrate how careers can be developed using consistent job frameworks.
- Propose means of building the skills needed to develop a career with JCDecaux.
- Propose organisational design to support operating models and skills/career development.
- Stakeholder Management & Collaboration
- Partner closely with colleagues and stakeholders in the business, to understand operational realities, constraints and skills needed, both now and in the future.
- Collaborate with People Team, Finance and Commercial teams to ensure resource models align with headcount plans, budgets and contractual commitments.
- Work with IT teams and internal systems to ensure data quality workforce management tools and optimal use of AI and other technology to improve business processes.
A Bit about You
- Experience in an analytical role such as Resource/Workforce Planning Analyst, Operational Analyst, Transport/Logistics Planner, or similar, preferably high volume, multi site/mobile operations.
- Strong numerical and analytical skills with the ability to interpret large data sets and convert findings into clear actions.
- Advanced Excel skills, comfortable working with data from multiple systems.
- Strong stakeholder management and communication skills – able to challenge constructively and present complex information in a simple way.
- High attention to detail, strong organisational skills and the ability to manage multiple priorities and deadlines.
- An interest in and experience using AI to speed up and improve quality of processes.
- Good understanding of productivity analysis / operational efficiency techniques.
- Experience of using BI or other reporting tools to build dashboards and visualisations.
- Experience of job architecture models, including mapping roles into them.
