The City of Birmingham is looking for a well-qualified and motivated Unhoused Strategies Senior Program Manager to oversee strategic direction, implementation, and oversight of regional homeless prevention and housing initiatives within the agency. Incumbents in this role bridge the gap between policy and practice by managing grant-funded projects, lead cross-sector community partnerships, and ensure service delivery aligns with federal mandates and trauma-informed care standards. Incumbents in this position are responsible for managing advocacy campaigns to support individuals and families experiencing homelessness and ensuring services are aligned with the agency’s mission and funding requirements.

The pay range for this job is presented below: $81,057 - $125,736

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Public Administration, Social Work, Psychology, Human Services, or a closely related field from an accredited college or university.
  • Experience managing a social services program operations (i.e., establishing goals, ensuring delivery of service, monitoring outcomes).
  • Experience with grant oversight and administration (e.g., tracking expenditures, ensuring compliance with funding mandates, identifying new/additional funding streams).
  • Experience supervising the work of others, including assigning work, monitoring performance, providing feedback, and addressing work-related issues.

TYPICAL JOB DUTIES:

  • Develops and monitors program goals, performance metrics, and outcome reports to ensure operational efficiency and alignment with the U.S. Department of Housing and Urban Development (HUD) standards.
  • Leads multi-agency collaborations, facilitates stakeholder forums, and advocates for legislative policies that expand affordable housing and support Housing First principles.
  • Oversees the delivery of specialized services, including rapid rehousing and supportive housing by providing guidance on housing first harm reduction principles.
  • Integrates individuals with lived experience into the planning process and manages public awareness campaigns to drive community engagement.
  • Researches and identifies new funding streams and spearheads the preparation of grant applications and Requests for Proposals (RFPs) to secure investments for regional housing projects.
  • Monitors and interprets federal, state, and local legislation related to homelessness and behavioral health and provides formal impact assessments and policy recommendations to senior leadership or elected officials.
  • Oversees adherence to federal, state, and local funding requirements (e.g., Continuum of Care and ESG) by managing data integrity within the Homeless Management Information Systems (HMIS).
  • Identifies service gaps and tracks program outcomes by monitoring the Homeless Management Information System (HMIS) to present data-driven solutions to community task forces or oversight boards.
  • Manages the performance of third-party service providers and non-profit grantees by conducting site visits and program audits to ensure adherence to scopes of work and HUD compliance standards.
  • Facilitates negotiations between government agencies, business leaders, and community residents to resolve issues such as Permanent Supportive Housing site selection and neighborhood concerns.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

PHYSICAL DEMANDS: Job involves physical exertion required for sustained periods of light physical activity such as walking or standing for brief periods of time. May involve light lifting of items or objects weighing up to 25 lbs. May require physical tolerance for environments with potential exposure to infection disease, disagreeable odors, and unhygienic conditions.

WORK ENVIRONMENT: Work is conducted both indoors in an office setting as well as during regular field visits to external places of business, residences, encampments for unhoused individuals, community shelters, or hospitals. Work involves use of standard office equipment such as computers, phones, and copiers. Work involves providing services to individuals experiencing homelessness with complex behavioral, medical, and socioeconomic needs.
