The City of Birmingham is seeking to hire a Chief of Building Maintenance to plan, direct, and coordinate the work of employees who are responsible for the maintenance, repair, and custodial services of a moderately sized public building complex, including heating, sewage, electrical, and custodial systems. The Chief of Building Maintenance plans and carries out their assignments, resolves most of the conflicts that arise, coordinates work with others, and interprets policy on their own initiative in terms of established objectives. An employee in this job class receives managerial direction with assignments in terms of broad practice, precedents, policies, and goals. Work assignments are received through work orders, observation, meetings, and verbally. Work may be reviewed for fulfillment of program objectives and for conformance with department policy and practice.

MINIMUM QUALIFICATIONS: The following are job-related qualifications that are required for employment consideration for this position:
- Driver's license.
- Experience working in building trades, including plumbing, electrical, HVAC and carpentry.
- Experience as a lead worker in building trades, responsible for assigning and evaluating work of a building maintenance team.
PREFERRED QUALIFICATIONS: The following are job-related qualifications deemed desirable by the City of Birmingham:
- Certification from an accredited Trade School in building maintenance.
- Supervisory experience in Building Maintenance.
TYPICAL JOB DUTIES:
- Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
- Schedules, coordinates, and oversees the work of contractors and/or other departments throughout the project to ensure for the timeliness, accuracy and completeness of work in order for the facility to remain safe, secure and comfortable for the occupants.
- Ensures that parts, equipment, and supplies needed for maintenance projects are purchased, and maintains inventory of commonly needed items in order for the facility to operate in a safe and secure manner without a disruption in services.
- Initiates, plans, executes, and monitors work involved in the completion of projects by meeting with staff, contractors and supervisors to ensure that the project is completed in a timely, efficient and cost-effective manner.
- Maintains the adherence to safety codes, policies and preparedness for and conformance of staff regarding safety by staying current any changes in safety standards and by enforcing these standards in order to provide a safe and secure facility for all employees and citizens within the building.
- Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
- Manages time, attendance, leave processes, and submission of payroll information in a timely and accurate manner so employees pay and benefits remain intact in order to maintain accurate records and staffing for the organization.
- Oversees the training and development of staff by conducting training to provide knowledge and understanding of work processes in order to ensure compliance with procedures and standards.
- Troubleshoots problems with systems and equipment by inspecting and testing the equipment, and ensures that any necessary repairs are made so that the systems and equipment are functioning as intended and no other damage will occur.
PHYSICAL DEMANDS: Job involves moderate physical exertion required for occasional prolonged periods of standing, pushing, pulling, lifting, carrying, balancing, climbing, stooping, kneeling, crouching, or crawling. May involve occasional lifting of items or objects weighing up to 50 lbs.
WORK ENVIRONMENT: Work is performed both within employer-owned facilities such as offices, workshops, warehouses, or stations. Work involves use of various hand tools such as screwdrivers, wrenches, and multimeters. Work requires regular exposure to live electrical circuits and hot water pipes.
