We are delighted to be partnering with a well-established public sector organisation to recruit an experienced Human Resources Manager on an 18 month fixed term contract. This is an exciting opportunity to lead the delivery of a high-quality, professional HR service while shaping people strategy, organisational development, and workforce initiatives across the organisation.

Offering a salary of up to Β£60,000, this full-time position (37 hours per week) is based in Warwickshire and offers a flexible hybrid working arrangement, with 2-3 days working from home.

The successful candidate will bring significant generalist HR management experience, a strong understanding of employment legislation and employee relations, and a proven ability to support organisational change and continuous improvement within a complex environment.

Key Responsibilities

  • Providing expert HR advice and guidance to managers and employees on employment law, policies, procedures and people-related matters
  • Leading on complex employee relations cases, including disciplinary, grievance, capability, investigation and appeal processes
  • Building and maintaining positive relationships with recognised trade unions and employee representatives, leading consultation and negotiation activity where required
  • Driving the approach to organisational development, workforce planning, learning and development initiatives
  • Leading the review and implementation of the People Strategy, ensuring alignment with organisational objectives
  • Developing, reviewing and updating HR policies, procedures and best practice frameworks
  • Overseeing recruitment, onboarding, contractual changes, job evaluation processes, disclosure checks, payroll instructions and pension-related matters
  • Managing and continuously improving HR systems, reporting capabilities and establishment control processes
  • Leading, motivating and developing the HR team, ensuring high levels of performance and service delivery
  • Monitoring budgets, resources and service performance, identifying opportunities for improvement and efficiency

About You

  • Extensive experience delivering a comprehensive HR service within a complex organisation
  • Strong employee relations expertise, including managing high-risk and sensitive cases
  • Experience advising senior leaders and supporting strategic decision-making
  • Proven experience managing and developing staff, budgets and HR service delivery
  • Experience of organisational change, learning and development, policy development and workforce planning
  • Previous involvement in trade union consultation and partnership working
  • Experience working within the public sector or a similarly regulated environment

Skills and Knowledge

  • Up-to-date knowledge of UK employment legislation, HR best practice and ACAS guidance
  • Excellent stakeholder management and influencing skills
  • Strong investigative, analytical and report-writing abilities
  • Effective communication, presentation and negotiation skills
  • Financial awareness and experience using HR information systems and workforce data
  • A collaborative, proactive and solution-focused approach to HR leadership
