We have an exciting opportunity for an experienced Organisational Design and Operating Model Lead to support a public sector organisation on an interim consultancy basis. This is a six-month assignment, working remotely with travel to Bristol one day per week. Day rates are negotiable, depending on experience.

The successful consultant will lead a comprehensive review and redesign of a key directorate’s organisational structure, target operating model, governance arrangements, policies and processes, ensuring it is efficient, compliant and equipped to deliver current priorities and longer-term ambitions.

This senior, delivery-focused role will suit a transformation specialist with substantial experience in a local authority or public transport environment and a proven record of implementing organisational change.

Key responsibilities will include:
  • Reviewing the current organisational structure, operating model, roles, resources and ways of working across the directorate
  • Assessing capability, capacity, governance, decision-making, accountability and stakeholder interfaces
  • Benchmarking the directorate against good practice across other authorities and comparable public transport organisations
  • Designing a future operating model, including strategic and operational functions, governance, decision rights, resource requirements and performance arrangements
  • Developing a future-state organisational structure with clear leadership, team, job family and accountability arrangements
  • Reviewing and redesigning policies, procedures and business processes to strengthen compliance, consistency and operational efficiency
  • Mapping current and future processes, identifying opportunities for simplification, automation and continuous improvement
  • Planning and leading staff engagement and formal consultation, working closely with HR and trade union representatives where required
  • Producing implementation, transition, risk and benefits-realisation plans and supporting the organisation through delivery
Experience required:
  • Significant experience within a local authority or public transport environment
  • Proven delivery of organisational design, target operating model and organisational transformation programmes
  • Experience redesigning governance frameworks, policies, processes and decision-making arrangements
  • Demonstrable success leading organisational restructuring, implementation and transition activity
  • Experience planning and delivering staff engagement and formal consultation exercises
  • Strong public sector governance knowledge and confidence working with senior executives, elected members, HR and trade unions
  • Excellent analytical, stakeholder management, facilitation and written communication skills
  • The ability to operate independently in a senior advisory capacity while maintaining a strong focus on delivery and measurable outcomes
