We are proud to be partnering with a Local Council based in the East of England who is looking for a Building Surveying Manager on a permanent contract. The role is a full time position that offers hybrid working, two days in the office, three days on site/working from home. The salary is up to Β£50,000.

The ideal candidate will have five years of experience in a Building Surveyor role, have knowledge of capital programmes, Awaab's law and have ideally managed staff before.

Duties will include (but are not limited to):

  • Managing and leading a team of surveying and technical staff, allocating work, monitoring performance, ensuring quality, safety and compliance, and representing the Council as required.
  • Leading and coordinating complex maintenance and capital projects, organising project teams, liaising with stakeholders, and reporting progress and issues.
  • Driving service improvement by reviewing best practice, developing procedures, promoting partnership working, and improving customer-focused services.
  • Investigating and resolving customer complaints and contractor disputes, reporting outcomes, and implementing service improvements.
  • Coordinating responsive repairs, planned maintenance and capital programmes, managing budgets, and improving communication with contractors and customers.
  • Overseeing feasibility studies, surveys, drawings, specifications and contract documentation, ensuring statutory approvals and CDM compliance.
  • Leading procurement activities, preparing specifications, managing tender processes, and overseeing contract delivery, quality, cost and safety.

Experience required:

  • Demonstrated experience of managing and leading surveying or technical teams, including allocating workloads, monitoring performance and supporting staff development.
  • Proven experience in delivering complex maintenance, planned works or capital improvement projects, coordinating teams and achieving time, cost and quality targets.
  • Experience of managing budgets and programmes, demonstrating effective financial control and value-for-money decision making.
  • Demonstrated knowledge of and compliance with health and safety legislation, building regulations and CDM requirements in a professional environment.
  • Experience of preparing specifications, drawings, estimates and contract documentation, with involvement in procurement and contract administration.
  • Experience of dealing with customer complaints and contractor disputes, demonstrating the ability to resolve issues constructively and learn from outcomes.
  • Demonstrated experience of providing professional advice to senior managers or Members and contributing to service improvement or strategic initiatives.

Skills, knowledge and expertise required:

  • Strong leadership and team management skills, with the ability to motivate, develop and manage multidisciplinary surveying and technical staff.
  • Extensive knowledge of building surveying, maintenance, planned works and capital improvement programmes.
  • Solid understanding of health and safety legislation, building regulations, CDM requirements, and other statutory compliance obligations.
  • Excellent project and contract management skills, including procurement, tendering, cost control, and quality assurance.
  • Strong financial management and budgeting skills, with the ability to monitor and control significant budgets effectively.

Working hours: 37 hours per week, Monday – Friday.
