We are currently partnering with a Housing Association in the North-West of England who are looking for a Head of Legal & Governance to join their team in a newly created role on a permanent basis. The position will offer hybrid working and a salary of £74,000 per annum, and the start date is subject to notice.
They are looking for someone able to hit the ground running on the legal side, who is legally qualified, and who also has a good grasp of governance, ideally within a social housing setting. The ideal candidate will have the strategic skills to be able to bring both the Legal & Governance sides of the service together.
Duties will include (but are not limited to):
- Responsible for the overall leadership and direction of the Legal & Governance function, delivering the Governance Framework across the organisation, ensuring compliance to the National Federation of Housing Code of Governance, the RSH Standards and associated company obligations.
- Ensuring that the organisation provides effective assurance to the Board, meets legal requirements and supports excellent business practices.
- Providing comprehensive legal advice to the Executive and Senior Leadership team on a wide range of complex housing related issues.
- Providing timely and accurate advice to the Board, Committees, Chief Executive and the Executive Leadership Team, and employees on all legal, governance and constitutional matters, regulatory requirements and frameworks, codes of practice etc.
- Undertaking a small caseload of complex cases across the key areas of housing law including ASB, property, disrepair, income and tenancy related cases.
- Leading on the effective design and implementation of Board recruitment, induction and appraisal processes, ensuring that Board member learning and development supports the strategic needs of the organisation and effective succession planning in order that the Board maintains an appropriate mixture of skills and experience.
Experience required:
- The ideal candidate will have previous experience within social housing, or will have relevant sector experience.
- Legal qualification to meet RQF level 6 e.g. Solicitor or Barrister.
- Recognised governance qualification (desirable).
Skills, knowledge and expertise required:
- Excellent understanding of corporate governance in complex organisations.
- Comprehensive understanding of the legal standards and practice in the UK.
- Understanding of the regulatory regimes affecting the housing sector e.g. Regulatory of Social Housing, Financial Conduct Authority, Companies House, Solicitors Regulation Authority etc.
