The Head Of Housing Transformation will lead strategic service delivery improvements across a London housing portfolio, operating on a full-time interim contract for 3β6 months. This senior role, based in London with hybrid working, commands a day rate of Β£380βΒ£400 inside IR35. You will drive complex programmes, converting strategic priorities into measurable operational gains while supporting a Senior Leader. The position suits an experienced professional from housing, local government, or the wider public sector. Your remit encompasses major transformation initiatives, requiring confident stakeholder engagement and programme leadership. This is a high-profile interim opportunity for an experienced housing, local government or public-sector delivery professional who can operate confidently at a senior level and translate strategic priorities into tangible operational improvements. The successful candidate will work closely with a Senior Leader, leading complex programmes and projects that support the continued improvement, modernisation and transformation of the Housing Service. The organisation is undertaking significant improvement activity across areas including Housing Revenue Account (HRA) financial management, neighbourhood and community services, digital resident engagement, housing stock investment, repairs, complaints, customer contact and regulatory readiness.
Key Responsibilities
- Lead the delivery and oversight of a coordinated portfolio of programmes and projects supporting continuous improvement across the Housing Service.
- Act as the Head of Practice for project and programme delivery , promoting high-quality delivery methodologies, governance and best practice.
- Lead a portfolio of strategic housing improvement, transformation and operational change initiatives.
- Provide strategic oversight of priority projects, including HRA budget management and savings, service charge reviews and multi-year implementation programmes .
- Support the development and implementation of housing strategies, policies and service improvement plans.
- Work closely with senior leaders to translate strategic objectives into practical, measurable and sustainable service improvements.
- Support the development and delivery of a comprehensive 10-year Housing Plan , ensuring a coordinated approach across the Housing Service.
- Lead agile programme and project delivery, establishing multidisciplinary teams across housing, systems, data, finance and service improvement.
- Provide strong senior stakeholder management, influencing directors, senior officers, elected members, staff and external partners.
- Build organisational buy-in for major change initiatives and ensure staff are actively engaged throughout implementation.
- Develop effective governance, programme structures, reporting arrangements, resources and delivery frameworks.
- Analyse service delivery options and provide evidence-based recommendations focused on value for money, efficiency and improved resident outcomes .
- Lead systems-thinking and continuous improvement approaches across the Housing Service.
- Ensure service improvement activity is evidence-led, with resident satisfaction and resident experience central to decision-making.
- Develop mechanisms to involve residents in monitoring, reviewing and shaping housing services, strategies, standards and contracts.
- Develop and maintain effective performance management frameworks, indicators, budgets, targets and reporting arrangements.
- Provide high-quality performance, financial and governance information to support senior management decision-making.
- Ensure appropriate arrangements are in place for statutory and regulatory reporting, audits and self-assessments.
- Support the Housing Service in identifying and maximising opportunities associated with external funding and investment.
The successful candidate will have:
- Significant senior-level experience delivering complex housing, local government or public-sector programmes and projects .
- Proven experience leading strategic transformation, service improvement and organisational change.
- Strong knowledge of project and programme management methodologies and the ability to apply the appropriate methodology proportionately to different programmes.
- A strong understanding of the key operational and strategic challenges facing local government, housing providers and the wider public sector .
- Experience working directly with senior officers, directors and elected members within a politically led environment.
- Demonstrable experience leading multidisciplinary teams and managing competing priorities, resources, timescales and deliverables.
- Strong influencing and stakeholder-management skills, particularly within complex or matrix-managed organisations.
