At Jacobs, we are now looking for a Transport and Planning Development Manager to join us at Transport for Hertfordshire.

Your impact as Cities & Places involves creating thriving places across different scales: from regions to cities, neighbourhoods to individual buildings, by offering an integrated design approach. We have a tremendous opportunity to develop an interdisciplinary planning, design and delivery practice that is uniquely Jacobs.

Hertfordshire is at a pivotal moment. With the prospect of local government reorganisation and the increasing national focus on delivering growth at scale, we are preparing for a future where the ability to plan coherently at a countywide level has never been more important. This brings exciting opportunities to influence how Hertfordshire meets future housing and employment needs, supports sustainable communities, and delivers high quality transport networks aligned with long term development.

As part of the Local Plans & Strategic Development function, you will:

  • Shape the strategic direction of place making across Hertfordshire, ensuring transport is fully integrated into long term growth.
  • Work at the centre of cross boundary planning, collaborating with district and borough councils, National Highways, neighbouring authorities, Homes England, and others.
  • Influence Local Plans and emerging strategic frameworks, ensuring new developments deliver sustainable, accessible, and future proofed transport outcomes.
  • Contribute to preparing for a new era of countywide strategic planning, supporting evidence, spatial options, and long term development strategies.
  • Help deliver government growth targets responsibly, balancing economic ambition with environmental resilience, efficient movement, and great place quality.
  • Work closely with large developments through PPAs and Pre applications, from site promotion, master planning, and detailed planning applications.

We are looking for candidates who bring a solid foundation in planning, transport, or place‐making, supported by the right blend of technical knowledge, strategic thinking and people skills:

  • A relevant degree such as Geography, Planning, Engineering, or equivalent professional experience.
  • Strong relationship‐building capability with a good awareness of urban, transport, highway or spatial planning.
  • Credible understanding of local plans, urban planning principles, place‐making, and national policy frameworks such as the National Planning Policy Framework (NPPF).
  • A good understanding of the full planning process, including development management.

Please note, the role will require 2 day office attendance in Stevenage.

Our colleagues enjoy project diversity and global reach within a collaborative and innovative work environment as well as opportunities for professional growth and development.

Benefits include:

  • Up to 10% pension
  • 24 days (+10 days bought) holidays
  • Free medical and income protection insurance and many more!

Joining Jacobs connects you locally and globally. Our values stand on a foundation of safety, integrity, inclusion and belonging. We put people at the heart of our business, and we truly believe that by supporting one another through our culture of caring, we all succeed.

We aim to embed inclusion and belonging in everything we do. We know that if we are inclusive, we are more connected and creative. We accept people for who they are, and we champion the richness of different perspectives, lived experiences and backgrounds in the workplace, as a source of learning and innovation.

Jacobs partners with VERCIDA to help us attract and retain talent from a wide range of backgrounds. As a disability confident employer, we will interview disabled candidates who best meet the criteria. We welcome applications from candidates who are seeking flexible working and from those who may not meet all the listed requirements for a role.

We value collaboration and believe that in‐person interactions are crucial for both our culture and client delivery. We empower employees with our hybrid working policy, allowing them to split their work week between Jacobs offices/projects and remote locations enabling them to deliver their best work.

Your application experience is important to us, and we are keen to adapt to make every interaction even better. If you require further support or reasonable adjustments with regards to the recruitment process, please contact the team via Careers Support.
