Commissioning Manager Location: Sheffield / Yorkshire Water Projects Hours: Full-time, 40 hours per week Water Infrastructure J3A Recruitment is working with a leading UK infrastructure and engineering contractor to recruit an experienced Commissioning Manager for a major water-sector framework across Yorkshire. This is a senior delivery position responsible for leading commissioning engineers, coordinating commissioning activities across multiple projects and ensuring assets are safely and successfully handed over to the client. The successful Commissioning Manager will become involved during the early project and design stages, helping to shape commissioning strategies, identify process risks and make sure commissioning requirements are fully considered throughout delivery. Lead and coordinate commissioning engineers working across the framework. Develop commissioning plans from project brief and outline design through to final delivery. Produce process impact plans and agree commissioning arrangements with the client. Establish robust commissioning processes, procedures and quality records. Ensure testing, inspections and commissioning documentation are accurately completed and signed off. Support project close-out and ensure all required commissioning information is submitted on time. Identify and secure suitably qualified commissioning resources. Support the technical development of apprentices, graduates and commissioning personnel. Work closely with Contracts Managers, Project Managers and Project Engineers. Deliver commissioning activities in line with programmes, specifications and commercial requirements. Coordinate internal teams, designers, suppliers and specialist subcontractors. Ensure client personnel receive the appropriate operational training. Support project handover, aftercare and defect-period activities. Identify and control mechanical, electrical, chemical, process and energy-related risks. Ensure all testing and commissioning activities are planned and completed safely. Provide technical commissioning expertise throughout the design process. Ensure commissioning requirements are incorporated into designs and installation strategies. Produce monthly commissioning reports for senior leadership and client teams. Use BIM, 3D models and other digital tools to improve planning and delivery. Monitor commissioning progress against programme and resolve emerging issues. Identify opportunities for off-site commissioning and improved delivery efficiency. Drive continuous improvement across commissioning data, reporting and performance. Promote a collaborative, accountable and safety-led working culture. The ideal Commissioning Manager will be a technically capable and analytical leader who can manage multiple workstreams, coordinate different stakeholders and deliver against demanding project deadlines. Strong knowledge of mechanical, electrical and chemical engineering commissioning. Previous water or wastewater industry experience, although candidates from other process-led industries will also be considered. Experience leading engineers and coordinating multidisciplinary commissioning activities. Knowledge of process safety, quality assurance and project handover requirements. An understanding of MMC, Lean Construction, production thinking or agile programme delivery. Experience using digital engineering or BIM software to support commissioning. Excellent communication, leadership and stakeholder-management skills. A minimum HNC qualification in mechanical, electrical or chemical engineering. A professional engineering qualification and SMSTS would be advantageous.
