ABOUT IWPR
IWPR is seeking an Operations Manager in our Middle East and North Africa region.
KEY RESPONSIBILITIES
- Manage and execute procurements associated with the projects grant portfolio.
- Implement standard pre-assessment criteria for prospective grantees.
- Prepare solicitation documents, solicit all competition requirements including advertisements for services, and draft final vendor selection or non-competition justification for files.
- Maintain the procurement tracker.
- Chair procurement committee meetings.
- Prepare all relevant documentation for approval.
- Plan, organize, and lead the bid solicitation process including drafting and issuing RFQs and RFPs, developing bid evaluation criteria and guiding staff on processes.
- Manage the bid evaluation process ensuring the integrity of the competitive process. Facilitate bidder debriefings. Organize and coordinate technical review committees for RFQ and RFP responses.
- Analyze, negotiate, and prepare contractual agreements, ensuring the interests of IWPR and the donor are protected. Lead negotiations with project vendors.
- Monitor and review progress of contractual agreements. Review invoices prior to approval for payment, resolving any problems that arise.
- Perform post contract evaluations.
- Prepare and process requisitions, purchase orders and contracts for materials, supplies and services. Ensure they are in compliance with IWPR policy.
- Provide guidance on procurement matters for all project-related procurements.
- Measure vendor performance and manages vendors concerns and questions.
- Develop and maintain an updated vendor list by category with at least three vendors for each category.
- Maintain accurate procurement records on the shared site. Maintain the contract/lease tracker and maintenance/service schedules for office equipment and amenities. Maintain the fixed assets inventory record. Carry out periodic inventory and fixed asset counts.
- Ensure all capital assets are registered in the assets database and tagged prior to use by staff.
- Ensure efficient organization and execution of events, conferences, workshops, large general meetings, including arrangements for lodging, catering and equipment use.
- Manage the work of assigned staff and sub-recipients.
- Prioritize, organize, distribute, and coordinate the flow of work.
- Train, guide, and advise staff and sub-recipients.
- Ensure adherence to the Global Employee Handbook, and other corporate and applicable policies, procedures, and schedules.
- Resolve routine operating problems as they arise.
- Ensure organizational, donor, and host countries legal, administrative and fiscal compliances with the relevant laws, rules and regulations.
- Undertake other projects and duties as may be assigned from time to time.
EDUCATION
Bachelor’s degree in finance, management, administration, or a related field (or equivalent experience).
EXPERIENCE
A minimum of 5 years’ experience implementing programs in the MENA region including a minimum of 5 years in program operations, logistics, procurement and management.
LANGUAGE
English and Arabic required. French is an asset.
