Ivy Resource Group is seeking an experienced and commercially aware Proposals Manager to lead business development and tender production activities across the South Wales and Bristol region. This role is ideal for a dynamic and driven professional with a strong technical background, looking to play a key part in securing high-value engineering and construction projects. Hybrid working is available, with a base in Swansea and regular travel to the Clevedon office and other regional sites.
Key Responsibilities:

Develop and manage a robust pipeline of opportunities with clients including end users, consultants, main contractors, and influencers.

Lead the preparation and coordination of tender submissions from early engagement through to negotiation and contract award.

Cultivate relationships with key clients and stakeholders through structured networking and targeted outreach.

Support regional and national accounts while identifying new business opportunities aligned with margin and turnover goals.

Oversee bid/no-bid decisions, tender reviews, and internal settlements.

Collaborate with estimating, design, and pre-construction teams to ensure high-quality submissions.

Contribute to presentation materials, client-facing documents, and internal reporting.

Drive innovation and efficiency in the proposals process using available business tools and AI.

Ensure client satisfaction is monitored through feedback and structured reviews.

Support the development of social value plans and client engagement strategies.
Requirements:

Proven experience in a similar business development, proposals, or pre-construction role.

Technical/engineering background with commercial awareness.

Familiarity with M&E services and cost planning (preferred).

Excellent communication, presentation, and negotiation skills.

Ability to self-manage, lead teams, and meet tight deadlines.

Competence with Microsoft Office and CRM systems.

Willingness to travel across the South Wales and Bristol region with occasional overnight stays.
