Head, Performance and Oversight
Role Purpose
The Head, Performance and Oversight play an important leadership role within the Regulatory Oversight Directorate, supporting the Director in delivering the Legal Services Board’s statutory oversight function.
The postholder will be responsible for leading the day-to-day delivery of high-quality, risk-based and evidence-led oversight of frontline regulators, ensuring that regulatory performance is effectively monitored and that timely, proportionate interventions are made where necessary.
This role is central to embedding a more proactive, intelligence-led and outcomes-focused approach to oversight, ensuring that the LSB can identify emerging risks early, drive improvements in regulatory performance, and protect consumers and the public interest.
Key Responsibilities
Operational Leadership and Delivery
- Lead the delivery of regulatory oversight activity, including performance assessments, thematic reviews, targeted reviews and monitoring of frontline regulators.
- Oversee the coordination and management of regulatory reviews to ensure outputs are robust, evidence-based, and delivered to a high standard.
- Ensure effective prioritisation of oversight activity in line with organisational risk appetite and Board priorities.
- Drive improvements in efficiency, consistency and quality of oversight processes and outputs.
Regulatory Oversight and Decision Support
- Lead on the development of evidence and analysis to support statutory decision-making by the Director, Regulatory Oversight, the Chief Executive and, where appropriate, the Board.
- Oversee monitoring and escalation of risks relating to regulator performance, including those subject to enforcement action.
- Ensure oversight activity supports timely and proportionate intervention where required.
Risk-Based and Intelligence-Led Approach
- Embed a proactive, intelligence-led approach to oversight across the team, ensuring effective use of data, insight and stakeholder intelligence.
- Ensure resources are targeted towards areas of highest risk and impact, reducing unnecessary burden on well-performing regulators.
- Contribute to the ongoing development and refinement of frameworks (including a review of the Regulatory Performance Assessment framework in 2027/28 to ensure it remains fit for purpose).
Stakeholder Engagement
- Build and maintain effective working relationships with frontline regulators and other key stakeholders, such as the Office for Legal Complaints and Solicitors Disciplinary Tribunal.
- Lead regular engagement at senior operational level, providing constructive challenge and support to drive improvements.
- Represent the LSB in external meetings and forums as required, acting as a credible and professional ambassador.
People Leadership and Team Development
- Lead, motivate and develop a high-performing team, ensuring clarity of objectives, accountability, and strong performance management.
- Build capability in regulatory analysis, assurance, and oversight methodologies, to ensure the LSB adopts best practice in its approach to regulatory oversight and supervision.
- Foster an inclusive, collaborative and supportive team culture aligned with organisational values.
- Support workforce planning and capacity management within the Directorate.
Corporate Contribution
- Contribute to Directorate and organisational planning, risk management and reporting.
- Support the Director in providing assurance to the Board on the effectiveness and impact of regulatory oversight.
- Lead or contribute to cross-organisational projects and continuous improvement initiatives.
Person Specification
Essential
- Significant experience working in regulatory oversight, regulatory supervision, or a related environment.
- Experience of managing or delivering regulatory reviews, investigations, or performance assessments.
- Strong analytical and problem‑solving skills, and the ability to translate complex evidence into clear insights and recommendations.
- Experience of taking evidence-based, proportionate enforcement action to bring about improved outcomes for consumers.
- Experience of managing and developing teams to deliver high-quality outcomes.
- Strong stakeholder management skills, with the ability to engage, challenge and influence external organisations.
- Excellent oral and written communication and presentation skills.
Desirable
- Understanding of statutory regulatory frameworks and decision-making processes.
- Understanding of the key issues facing consumers of legal services would be an advantage.

Salary: £79,000 - £85,000 per annum depending on experience (salary band includes a 10% flexible benefits allowance)
Job type: The LSB prides itself on its flexible working policies and we welcome applicants who would like to work full-time (35 hours per week) or on a flexible basis.

We offer a competitive salary, a defined contribution pension scheme with an employer’s contribution of 12% of salary and an annual leave entitlement of 25 days in addition to statutory bank holidays and three days’ closure over Christmas.
