The Opportunity
Our client is supporting a confidential UK public sector organisation on a strategically important Discovery programme to define a future all-threats Case and Incident Management capability.
This Discovery phase will explore how the organisation manages cases, incidents, contacts, alerts, information flows and coordinated responses across routine operational activity and major public health incidents.
We are seeking an experienced Lead Technical Architect to provide technical leadership throughout the Discovery phase, working closely with the client's Enterprise Architect and Data Architect, you will ensure the Discovery aligns with the organisation's wider enterprise architecture, technology strategy and governance while helping shape the future direction of this business-critical capability.

Skills and Experience
- Extensive experience working as an Enterprise Architect, Solution Architect or Lead Technical Architect within large, complex organisations.
- Proven experience leading architecture activities during Discovery, strategy or early delivery lifecycle phases.
- Strong understanding of enterprise architecture principles and solution design.
- Experience analysing complex application, integration and data landscapes and translating findings into practical recommendations.
- Experience conducting build versus buy versus reuse assessments, including evaluating Commercial Off-The-Shelf (COTS) products.
- Excellent knowledge of: Enterprise Integration / Interoperability / Security Architecture / Information Governance / Non-functional Requirements / Scalability and Resilience
- Experience collaborating with Enterprise Architects, Data Architects, Product Managers, Business Analysts, Service Designers and multidisciplinary delivery teams.
- Public Sector or Government Digital Service (GDS) environments.
- Excellent stakeholder management, communication and influencing skills.
- Ability to communicate technical concepts clearly to both technical and non-technical audiences.
Desirable Experience
- Healthcare, Public Health or NHS programmes.
- Case Management or Incident Management platforms.
- Emergency response, resilience or operational command environments.
- Experience working within Digital, Data and Technology (DDa T) delivery frameworks.
- Knowledge of TOGAF or similar enterprise architecture frameworks.
Role and Responsibilities
- Lead the technical architecture workstream throughout the Discovery phase.
- Analyse and document the current technology landscape, including systems, integrations, data flows, technical constraints and dependencies supporting case and incident management.
- Work collaboratively with the client's Enterprise Architect to ensure alignment with enterprise architecture principles, standards and governance.
- Assess the technical feasibility of existing platforms and identify opportunities to reuse, enhance or rationalise existing services and technologies.
- Evaluate architecture, interoperability, security, resilience, scalability and information governance considerations.
- Lead the technical contribution to build, buy and reuse option appraisals, including the assessment of Commercial Off-The-Shelf (COTS) solutions.
- Produce high-level target architecture views and future-state solution concepts to support subsequent Alpha delivery.
- Identify technical risks, assumptions, dependencies and hypotheses that will inform future delivery planning.
- Support the development of the Alpha Delivery Plan from a technical architecture perspective.
- Present complex technical findings and recommendations to senior stakeholders in a clear and accessible manner.
- Work collaboratively within a multidisciplinary Agile delivery team.
We're looking for a collaborative and pragmatic Technical Architect who can quickly understand complex technical landscapes, engage effectively with senior stakeholders and provide strategic architectural leadership throughout Discovery.
You will be comfortable balancing strategic thinking with hands-on architectural analysis and will have a proven ability to shape future technology direction while ensuring alignment with enterprise standards and organisational objectives.

The successful candidate will be required to undergo a basic level of security clearance before undertaking the assignment (around one weeks’ lead-time).
