The Opportunity

We are seeking an experienced Data Governance Specialist to support the delivery of a secure, scalable and interoperable data-sharing infrastructure that allows organisations in different sectors to manage and exchange information securely while maintaining control over their own data.

Working across multiple workstreams, you will be responsible for establishing and embedding data governance frameworks, data standards, ownership models and compliance controls across a multi-organisational ecosystem.

The role is supporting a major public-sector organisation delivering a large-scale digital transformation programme - replacing legacy systems with a modern, integrated solution that will significantly enhance operational capability across critical services.

Skills and Experience

  • Defining cross organisation data-sharing agreements.
  • Establishing attribute / policy-based access control context and translating into enforceable conditions.
  • Exposure to Government security standards i. e. Technology Code of Practice, NCSC guidance, Gov Assure, UK GDPR and data handling schemes.
  • Establishing practical data ownership, stewardship, metadata and data quality practices.
  • UK data protection legislation and controls (UK GDPR, DPA 2018, DPIAs, Ro PA, etc.)
  • Strong understanding of data governance, risk and compliance principles.
  • Collaborating closely with business and technical stakeholders.
  • Excellent stakeholder management and workshop facilitation skills.

Desirable Experience

  • Digital Identity and Access Management (IAM).
  • Data catalogues, metadata management or semantic modelling.
  • DAMA-DMBOK, ISO 27001 or similar governance frameworks.
  • Public sector, regulated industry, or federated ecosystem solutions.

Role and Responsibilities

  • Define and implement data governance frameworks, policies and operating models.
  • Define data ownership, stewardship and accountability structures.
  • Establish governance for attributes, metadata, data standards and lifecycle management.
  • Ensure traceability between policy, risk, controls and technical implementation.
  • Support compliance, audit and assurance activities.
  • Facilitate governance workshops and decision-making forums.
  • Drive consistency across multiple projects, organisations and stakeholders.
  • Produce governance artefacts, standards, processes and reporting.

NB

The successful candidate will be required to undergo a basic level of security clearance before undertaking the assignment (around two weeks’ lead-time).
