Remote Working
3-month contract (initially) £550 to £575 per day (Outside IR35)
The Opportunity: My market leading client are looking to secure the services of a Change and Transformation Manager ideally involved in Geospatial Data at some point in their career. Candidates will need to come from a strong consultancy background with public sector/GDS experience. Consultants will be required to help define a structured framework around the entire programme's way of working, both now and in the future that is heavily tied to the usage of Geospatial Data across the organisation.
Skills and Experience:
- Strong understanding of service transition, organisational change and benefits realisation frameworks.
- Shaping and leading input into business cases for new government services.
- Defining and qualifying benefits for new services and products.
- Defining new organisational models across multiple stakeholders and suppliers.
- Delivering change across complex, multi-organisational programmes.
- Experience applying structured methods such as Prosci ADKAR, ITIL and MSP/PRINCE2 Agile.
- Skilled at facilitating workshops, co-design sessions and governance boards.
- Working within an agile delivery environment and to the Government Digital Service Standards.
Role and Responsibilities:
- Establish the resourcing and operating/service model necessary to sustain and enhance the Basemap, Land Model, common geospatial data standards and the enterprise data catalogue.
- Define the policies, standards and governance frameworks required to ensure the ongoing quality, integrity and consistency of data assets (compliance to data standards, responding to update requests).
- Identify and articulate the business processes and organisational changes needed to effectively integrate the land model and geospatial capability into core business functions and this will involve training and upskilling of both end-users and data owners.
- Specify the tooling, systems and technical enablers necessary to support the maintenance, access, and utilisation of the Basemap for digital mapping, land model and common geospatial data standards by end-users.
- Provide a framework for continuous improvement, ensuring the support model remains responsive to evolving organisational needs, technological advancements and data management best practices.
NB: The successful candidate will be required to undergo a basic level of security clearance before undertaking the assignment (maximum of two weeks lead-time).
