The Opportunity
Our client is supporting a major UK Government Agency on a significant transformation programme and is seeking an experienced Benefits Manager to lead the development, governance and delivery of a comprehensive Benefits Realisation strategy.
This is a strategic consultancy role focused on strengthening the programme's benefits case as it progresses from Outline Business Case (OBC) through to Full Business Case (FBC) and into delivery.
Working across multiple organisations and Arm's Length Bodies (ALBs), you'll help ensure that benefits are clearly defined, appropriately valued, effectively governed and successfully realised throughout the programme lifecycle.
The successful consultant will have extensive experience leading Benefits Management within complex public sector transformation programmes and will be confident in engaging with senior stakeholders, facilitating workshops and developing robust evidence-based benefits frameworks aligned to HM Treasury business case methodology.
Skills and Experience
Essential
- Significant experience leading Benefits Management across large-scale transformation programmes.
- Proven experience developing and managing Benefits Realisation strategies within complex public sector environments.
- Experience supporting business case development across the full lifecycle, including OBC and FBC.
- Strong understanding of Benefits Realisation methodology, governance and programme assurance.
- Experience identifying, validating and quantifying monetisable, cashable and qualitative benefits.
- Experience facilitating stakeholder workshops and building consensus across complex organisations.
- Strong analytical skills with experience developing benefit profiles, valuation models and reporting frameworks.
- Excellent stakeholder engagement, communication and presentation skills.
- Experience preparing governance papers, investment documentation and executive-level reporting.
Desirable
- Experience working within a major central UK Government department, one of its Arm's Length Bodies (ALBs), or comparable cross-government environments.
- Experience applying HM Treasury Green Book principles and the Five Case Model.
- Knowledge of programme governance, business change and organisational transformation.
- Experience supporting Benefits Realisation into Business-as-Usual operations.
- Familiarity with major UK Government transformation and digital programmes.
Role and Responsibilities
- Lead the development and continuous refinement of the programme's Benefits Realisation strategy from OBC through to FBC and delivery.
- Build strong working relationships with stakeholders across multiple organisations to support successful programme outcomes.
- Work collaboratively across business, operational and delivery teams to identify, validate and refine programme benefits.
- Facilitate workshops to identify monetisable, cashable and qualitative benefits whilst validating assumptions and strengthening evidence.
- Support the identification and engagement of benefit owners across multiple organisations and governance structures.
- Develop and maintain the Benefits Realisation Plan, Benefits Register, ownership model and reporting dashboards.
- Refine benefit profiles, valuation models, forecasts and supporting evidence to strengthen investment confidence.
- Develop robust governance processes for benefits monitoring, reporting and ongoing assurance.
- Align benefits management with organisational change, business readiness and evaluation activities.
- Produce high-quality reports, briefings and governance papers to support programme decision-making.
- Identify opportunities for additional benefits and ensure long-term benefits realisation is embedded into Business-as-Usual (BAU).
- Promote continuous improvement across benefits management methodology, reporting and governance.
NB: The successful candidate will be required to undergo a basic level of security clearance before undertaking the assignment (one to two weeks’ lead-time).
