Devon Partnership NHS Trust are looking for an experienced and enthusiastic Senior Estates Officer - Capital Projects to join our Capital Team, which sits as part of the Estates Team. The post holder will work within a multi-discipline team where you will lead on a number of major and minor capital works to deliver a compliant, high quality, safe and efficient estate which provides value for money received from the capital programme. You will be responsible to deliver an annual programme of capital projects to improve the backlog and Health & Safety of the Trust estate. The role will also involve acting as project lead for capital projects allocated on an annual basis by the Trust and leading on Building/M&E services across the team by co-ordinating input on capital projects from the Trust's Authorised Persons (APs). Please note this position is for 0.6 FTE.

Main Duties

  • Prepare and review the 5 year investment plan for the estate, and provide assistance with the completion of ERIC, PAM and other national returns and maintain up to date drawing files for MICAD.
  • To deputise for the Estates and Facilities - Health and Safety Manager for the Control of Contractors management.
  • Co-ordinate mechanical and electrical responses and commissioning for all capital projects and be an authorised person for at least two mechanical and or electrical systems.
  • Assist with the full range of duties in the implementation of building and engineering works as part of the Trust's Capital Programme.
  • Assist the Head of Estates on major projects, taking the lead as directed.
  • Prepare designs for major capital works in accordance with NHS Health Technical Memorandum (HTMs) and Health Building Notes (HBNs), British Standards and all current legislation.
  • Take the Building/M&E technical lead on identified issues related to the management of Estates, Building and Engineering works and providing accurate up to date advice as required.
  • Ensure a seamless transfer of completed projects to the Estates operational team to ensure a safe environment for patients staff and visitors.
  • Maintain a close and effective working relationship with the Estates Team to achieve an effective and integrated Estates service.
  • Act as Project Lead and oversee staff/consultants within the projects team.

Person Specification

Qualifications

  • Essential: Specialist Mechanical & Electrical/ Building knowledge including legislation to degree level or equivalent work experience.
  • Proven record of post graduate knowledge plus experience or continuous professional development in specialist areas of Estate Management.
  • Acting as an Authorised Person in an electrical or mechanical position.
  • Desirable: Chartered Membership of a Professional Institute recognised by the NHS, e.g CIBS, RICS.
  • Completion of a recognised and registered Health & Safety qualification, e.g. NEBOSH Level 6 or equivalent.
  • Training in Access to Confined Spaces and Use of Ladders.
  • Legionella Control - The Role of the Responsible Person/Legionella Awareness Training.
  • Asbestos Management/Asbestos Awareness Training.
  • Appropriate qualification which supports IT skills, e.g. ECDL.

Experience

  • Essential: Proven experience of estate capital management, including project management and operational maintenance.
  • Experience of the management of complex programmes of works including change management.
  • Proven record of budget management and financial control.
  • Post qualification experience in corporate or public sector environment.
  • Experience in an Estates related environment.
  • Experience of Health and Safety management practices.
  • Experience of implementing performance management systems and monitoring KPIs.
  • Development and implementation of risk management schedules and safe systems of work.
  • Experience of planning and implementing planned preventive maintenance schedules.
  • A background in building/mechanical or electrical engineering including design and project management.
  • Desirable: Experience of management in NHS Estates Department.
  • Experience of working in an estates department within the NHS or similar organisation.
