Lead people strategy and culture across the Isle of Man Public Service. We are looking for an exceptional HR leader to shape the future of the Isle of Man public service. The Isle of Man Government is seeking a Chief People Officer to lead our Office of Human Resources (OHR) and drive a modern, people‐centred, data‐driven approach to workforce leadership across Departments, Boards and Offices.

This is a pivotal role at the heart of government – you will be the principal HR adviser to Chief Officers, the Public Services Commission and Ministers. Through delivery of our People Strategy, you will help deliver a public service where people thrive, performance is strong and the culture is positive, inclusive and customer‐focused. You will champion innovation, modern working practices, strong employee relations and the effective use of HR data and AI‐enabled services.

As Chief People Officer, you will have a unique platform to influence the future of the entire public service. You will lead an HR function that supports thousands of employees across diverse professions, from healthcare and education to infrastructure, finance and emergency services. Few roles offer this breadth of impact, strategic reach or ability to shape culture on a national scale.

You will join a government that values innovation, collaboration and continuous improvement. We are evolving our HR services, strengthening our use of data‐driven insight and exploring the potential of AI‐enabled tools to enhance the employee experience. You will play a central role in driving this evolution.

Working directly with Chief Officers, the Chief Executive Officer, the Public Services Commission and Ministers, your leadership and expertise will help shape policy, guide strategic decisions and ensure our People Strategy delivers meaningful and lasting change.

About You

You are a senior HR leader who is comfortable working at the top of an organisation and understands the realities of complex, politically aware environments. You will have:

  • A recognised qualification in HR or a relevant discipline.
  • Ongoing professional development, ideally including Manx employment law and practice.
  • Significant experience leading a human resources function at a strategic level.
  • The ability to engage and communicate effectively with Ministers, senior officers and employees at all levels.
  • Strong judgement, clear thinking and a practical approach to problem‐solving.
  • A genuine interest in improving culture, leadership and working lives.
  • The ability to engage, motivate and support people from a wide range of backgrounds.
