ISHPI is seeking a Network Systems Engineer (on-site) to support the Command and Control (C2) Afloat Integration Support (C2AIS) for the U.S. Coast Guard Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) in Portsmouth, VA. This role will manage the supported systems of the C5ISC and provides services to include system engineering, software engineering, hardware engineering, network engineering, test engineering, electronic engineering, and technical writing.
Responsibilities
- Leads the management, supervision, coordination, support, and technical oversight of network systems engineering projects with a strong focus on enterprise infrastructure, hardware integration, and operational performance.
- Responsibilities include planning, designing, implementing, monitoring, and optimizing network systems, servers, routers, switches, firewalls, storage platforms, and associated hardware components across multiple functional areas.
- Provides technical leadership, guidance, direction, and training to project teams supporting network architecture, system performance, hardware lifecycle management, infrastructure modernization, and cybersecurity compliance within complex government environments.
- Supports proposal development, technical solution design, project estimation, budgeting, and executive-level presentations related to network infrastructure, systems engineering, and hardware modernization initiatives.
- Manages, tracks, controls, and reports on all aspects of project performance, including technical execution, financial oversight, contractual compliance, administrative functions, logistics coordination, subcontractor management, vendor relationships, and hardware procurement activities.
- Coordinates and oversees technical documentation efforts related to systems engineering, network diagrams, infrastructure baselines, configuration management, implementation plans, standard operating procedures, and project deliverables.
- Provides leadership in the development and oversight of systems requirements, network design, hardware architecture, infrastructure documentation, algorithm development, software implementation, hardware layout, systems integration, installation, performance analysis, and peripheral device interfaces.
- Leads the development and execution of test, validation, and evaluation plans for network systems, hardware components, and integrated infrastructure solutions to ensure operational readiness, compliance, and mission effectiveness.
- Exercises independent judgment and advanced analytical skills to resolve complex technical, administrative, and managerial challenges involving network performance, hardware failures, systems integration, cybersecurity requirements, and enterprise infrastructure operations.
- Documents findings, technical recommendations, system performance metrics, and project outcomes, and communicates results effectively to Government representatives, program leadership, and senior stakeholders.
Education and Experience
- Baccalaureate Degree in the field of Systems Engineering, Computer Science, Electrical or Industrial Engineering and a minimum of seven (7) consecutive years of experience in the field of C4IT/Systems Engineering is required.
- 5-7 years of hands-on experience designing, implementing, maintaining, and troubleshooting enterprise network infrastructure, C4IT systems, and hardware platforms within federal, DoD, Navy, or other highly regulated environments.
- Strong experience supporting C4IT (Command, Control, Communications, Computers, and Information Technology) systems, including network architecture, communications infrastructure, tactical and enterprise systems integration, and mission-critical operational environments.
- Experience with systems engineering principles including requirements analysis, system design, architecture development, integration, testing, validation, and lifecycle sustainment of network and hardware systems.
- Strong knowledge of LAN/WAN, VLANs, VPNs, routing, switching, wireless infrastructure, network segmentation, unified communications, and secure communications systems.
- Experience configuring, managing, and supporting network hardware including routers, switches, firewalls, servers, storage systems, load balancers, communications equipment, and peripheral devices.
- Proficiency with enterprise networking technologies such as Cisco, Juniper, Palo Alto, Fortinet, Aruba, or equivalent network and security platforms.
- Experience with network monitoring, systems performance tuning, fault isolation, root-cause analysis, capacity planning, and operational readiness assessments using enterprise monitoring tools.
- Knowledge of hardware lifecycle management including procurement support, installation, rack/stack, cabling, hardware refresh planning, upgrades, patching, maintenance, and end-of-life replacement strategies.
- Experience supporting virtualization platforms such as VMware, Hyper-V, or similar technologies within enterprise and mission support environments.
- Familiarity with Windows Server, Linux/Unix administration, Active Directory, DNS, DHCP, PKI, and enterprise authentication services.
- Experience implementing cybersecurity best practices including RMF, NIST 800-53, DISA STIG compliance, vulnerability management, patch management, secure network design, and Authority to Operate (ATO) support.
- Experience developing and maintaining technical documentation including system architecture diagrams, network diagrams, interface control documents (ICDs), engineering change documentation, implementation plans, SOPs, and configuration baselines.
