Purpose and Function of the Post

To drive a range of vehicles within Waste & Cleansing Services and to complete a range of vehicle checks as required. To work as team leader ensuring the collection and removal of recyclables, household, industrial and commercial waste, including bulky items from various locations. Carry out street cleaning and skip emptying duties throughout the Borough. The post holder will also provide flexible and effective cover across a range of Council services delivered by the Waste and Cleansing Section. Ensure that all responsibilities are carried out in a timely, effective manner and that general confidentiality is maintained in all issues relating to the work of the Council.

Principal Duties and Responsibilities

  • Responsible for driving specified Council vehicles in connection with Waste collection, Recycling and Street Cleansing services within any given area of the Borough.
  • Responsible for the daily/weekly completion of specific work schedules in relation to the listed duties.
  • Responsible for general guidance/direction of Refuse, Recycling and Street Cleansing Operatives as part of a team and for referring queries from members of the public to the technical supervisor.
  • Drive the vehicle in an efficient manner providing a customer focused service including the use of in-cab management systems and digital tachographs in compliance with transport regulations and driver hours.
  • As Team Leader provide familiarisation training, support and guidance on the use of plant and vehicle equipment, use of system to team members as and when required.
  • Keep up to date with changes in services and disseminate information to the team e.g. service changes that will assist with operations and the use of electronic hardware / software e.g. new material accepted in bin, new In Cab digital update, education campaigns and In Cab digital analytics reporting.
  • As Team Leader in the absence of regular crew members, advise and direct non-regular crew members on daily routes and carry out refuse/recycling bin collection duties if required.
  • As Team Leader provide advice and improvements through education to the general public including but not exclusive to leaflet drops, recycling bags, thorough bin checks etc.
  • Carry out daily checks on specified vehicles before leaving the depot and complete a daily check defect report sheet.
  • Use the in-cab device where fitted.
  • Return the documentation to the Technical Supervisors in a timely manner.
  • Ensure each day that the vehicle has fuel, oil and water as required and that all tyres are at correct pressures and are safe for the road.
  • Complete and maintain skip emptying schedules, sweeping schedules or a daily logbook and return same to technical supervisor each day.
  • Follow the reporting procedure in relation to vehicle accidents / breakdowns and report same to Supervisor including damage to the vehicle, third party vehicles or property, and complete accident and insurance report forms as necessary.
  • Comply with Road Traffic Act and all relevant driving regulations ensuring the safety of the vehicle, Council employees and the general public during working hours by carrying out dynamic risk assessments to ensure safe methods of working on an ongoing basis, particularly during periods of severe weather.
  • Inspect, collect, empty and return all containers in a safe and careful manner.
  • Collect and dispose of bulky items as required.
  • Remove debris, illegally dumped items and dead animal carcasses from areas maintained by the Council.
  • Use and charge electronic and telecommunications systems as required to include responsibility for electronic in-cab equipment.
  • Be responsible for continually reviewing daily route data and provide feedback in real time to Supervision and administration staff for effective use of electronic in-cab systems to include exceptions, bin contamination/hotspots, broken bins, blocked roads etc. in terms of priority.
  • Ensure the end of day data is submitted in a timely manner and complete.
  • Inform the Supervisor of any additional collections required and, if possible, the nature of the premises i.e. private house, business premises etc.
  • Make the Supervisor aware of any litter problems, illegal dumping or fly tipping encountered.
  • Ensure all street sweepings, refuse and recycling is deposited at the Council's Waste Transfer Station, and that the vehicle is empty when returned to the Depot each evening.
  • Keep the vehicle clean both internally and externally by undertaking daily cleaning of the vehicle paintwork, chassis and hopper.
  • Keep the vehicle cab in a clean and tidy state, free from obstructions.
  • Ensure that all depot regulations in relation to vehicle management are adhered to, e.g. speed limits, parking and refuelling etc.
  • Assist with the promotion of good working relationships between the Council, customers and members of the public and assist with any promotional activities designed to encourage householders/commercial premises to recycle; including personal contact, leaflet drops, delivery of bags, attachment of bin stickers and survey work etc. and advise the public on recycling issues.
  • Implement and comply with the declared policies and procedures of the Council and comply with and promote equality, health and safety in accordance with Council Policies and legal requirements and wear all items of personal protective clothing as issued.
  • Comply with the requirements of the Safe System of Work for the delegated work.
  • Act in accordance with the Code of Conduct for Local Government employees.
  • Undertake the foregoing duties in such a way as to enhance and protect the reputation and public profile of the Council.
  • Undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post, including interchange of duties to cover for leave, sickness and employee vacancies, etc.

Working Pattern

There is one post currently available working a 5-day week, in Balloo Depot, Bangor. A reserve list may be kept from this recruitment exercise for other similar 5-day week posts in Waste Management either in Bangor or Newtownards.

Note: The postholder will be required to work additional hours including evenings, weekends and public holidays as required, to meet the needs of the service.

Experience

Essential:

  • At least 1 year's experience driving a Category C Vehicle on a public highway.
  • Previous experience of heavy manual work in all weather conditions.

  • Previous experience instructing staff.

Other Requirements

Essential:

  • A valid Driving Licence with Category C driving entitlements.

  • Must undertake a minimum of 35 hours' driver CPC training during a five-year period to maintain their entitlement to drive.
  • Must be available to work weekends.
  • Also, may be required to work evenings and public holidays.
  • Appointment will be subject to satisfactory completion of a driver assessment and medical questionnaire including a pre-employment Drugs and Alcohol Screening.
  • The successful candidate will be required to undertake Collection Vehicle Operator Safety Training within the first 12 months of employment.
  • The selection panel reserves the right to enhance the shortlisting criteria to facilitate the process when necessary.
  • The Council facilitates 7 hours of ongoing CPC training annually.
  • New employees must make up any shortfall at their own expense.
