Main Purpose: To lead and deliver digital innovation initiatives that support economic growth, improve digital skills, and help businesses, social enterprises and residents adopt digital technologies. The role is responsible for managing digital projects, securing funding, building partnerships and supporting the Council's digital and economic development objectives.
Key Duties:
- Lead the planning, delivery and evaluation of digital innovation programmes, including Digital Surge and other Council-led digital initiatives.
- Design and manage projects that improve digital capabilities for businesses, schools, colleges, social enterprises and residents.
- Engage with businesses to identify digital needs and provide advice on funding, support programmes and partnership opportunities.
- Develop and manage digital grants, digital skills initiatives and business support programmes.
- Support strategic digital infrastructure projects, including broadband and Smart District initiatives.
- Research, identify and secure external funding opportunities to support economic development projects.
- Manage funded projects in line with procurement, financial regulations, monitoring and compliance requirements.
- Develop and deliver workshops, events and marketing activities to promote digital programmes.
- Build and maintain effective partnerships with government departments, Invest NI, Belfast Region City Deal partners, educational institutions, businesses and community organisations.
- Prepare reports, briefing papers and committee reports for senior management and elected members.
- Monitor project performance, budgets and outcomes, ensuring targets are achieved.
- Provide advice and support to the Economic Development Manager and deputise when required.
- Line manage staff where appropriate and contribute to business planning and policy development.
- Undertake research and contribute to the Council's wider economic development strategies.
- Carry out other duties appropriate to the role, including occasional evening or out-of-hours work.
Essential Requirements:
- Degree (or equivalent) or at least four years' relevant experience.
- Minimum two years' experience in economic development and delivering digital programmes.
- Strong project management, organisational and stakeholder engagement skills.
- Experience of working with multiple partners and managing competing priorities.
- Competent in Microsoft Office applications.
