Role

We are looking for a IPS Service Manager who can oversee the day to day delivery and overall performance of the Individual Placement and Support (IPS). Combining vision and direction with strong relationship building and people management skills, you will take accountability for project performance across our own delivery area. You will need to have an expert understanding of Individual Placement and Support, the fidelity scale and how that interacts with the IPS fidelity manual.

You will be responsible for managing Team Leader(s) which will involve providing regular supervision around IPS and Fidelity, as well as support around complex staffing and caseload issues. Whilst this is home based role you will be expected to be in your area of delivery for face-to-face meetings for at least half the week.

Your role will involve building partnerships with local NHS Trusts, employment providers and referral sources as well as maintain partnerships with stakeholder and commissioners.

You will work in partnership with local mental health team Service Managers/Team Leaders, ensuring the IPS Service in integrated within the NHS Mental Health teams. You will also build positive working relationships with external partners, most notable NHS England and IPS Grow.

Responsibilities

  • Lead and develop the IPS service, providing strategic and operational leadership across the programme.
  • Manage and support IPS Team Leaders to ensure high-quality service delivery, staff wellbeing and positive participant outcomes.
  • Take responsibility for contract performance, KPIs, quality standards, participant outcomes and financial performance.
  • Ensure delivery aligns with the IPS model, IPS Fidelity Scale and Fidelity Manual, embedding evidence-based practice throughout the service.
  • Lead participation in IPS Fidelity Reviews and oversee implementation of quality improvement plans.
  • Monitor operational performance, compliance, safeguarding, information governance and risk management.
  • Build and maintain strong relationships with NHS teams, commissioners, local authorities, IPS Grow, referral partners and community organisations.
  • Ensure IPS services are fully integrated within clinical pathways to maximise referrals, engagement and employment outcomes.
  • Promote service growth through partnership working, referral pathways and employer engagement strategies.
  • Use performance data, quality assurance activity and participant feedback to drive continuous improvement and service excellence.
  • Champion participant involvement, co-production and innovation across the service

The person

  • Experience leading and managing IPS services.
  • Strong understanding of the IPS model, IPS Fidelity Scale and Fidelity Reviews.
  • Knowledge of evidence-based supported employment practice.

Operational & Contract Management

  • Experience managing services, contracts or programmes within a target-driven environment.
  • Experience achieving KPIs, quality standards, compliance requirements and participant outcomes.
  • Experience managing financial performance and service delivery targets.

Leadership & People Management

  • Experience leading and developing teams and managers.
  • Experience with performance management, coaching and workforce development.
  • Experience delivering service improvement initiatives and succession planning.

Stakeholder Engagement

  • Experience building effective partnerships with NHS services, commissioners, local authorities and referral partners.
  • Ability to support integrated service delivery and improved participant outcomes.

Quality & Continuous Improvement

  • Experience using management information, quality assurance processes and performance data to improve service quality.
  • Ability to use participant feedback and fidelity standards to drive improvements.

Communication & Problem Solving

  • Excellent communication and stakeholder engagement skills.
  • Strong analytical and problem-solving abilities.
  • Experience interpreting data and influencing key stakeholders.
  • Ability to manage competing priorities and contribute to service development.
  • Experience preparing for or leading IPS Fidelity Reviews.
  • Experience implementing fidelity improvement plans.
  • Experience working within primary care, secondary mental health, NHS or community health settings.
  • Experience mobilising or transforming employment, health or community services.
  • Budget management and financial forecasting experience.
  • Experience managing delivery partners or complex partnership arrangements.
  • Evidence of continuing professional development.
