iPeople SC Solutions is currently recruiting for an ASB Enforcement Officer for our client based in Haringey, North London. The successful post holder must ensure that the impact of Anti-Social Behaviour (ASB) and nuisance on residents and others within the London Borough of Haringey is controlled using appropriate enforcement powers, negotiation, and practical knowledge both during office hours and as part of an out of hours operation.

Duties and Responsibilities:

  • To identify, investigate and effectively deal with breaches of legislation through appropriate written or verbal advice warnings, notices, and legal action in accordance with legislation, policies and procedures.
  • Work outside of normal office hours, from time to time, to investigate ASB breaches and facilitate joint working with the Police and other agencies.
  • Coordinating a multi-agency response from a variety of internal and external partners and where appropriate devising a plan of action.
  • To build relationships and regularly work in partnership with local enforcement partners, statutory organisations and internal colleagues to share information and carry out joint enforcement tasking exercises.
  • To ensure that safeguarding issues are addressed as part of a multi-agency approach, working together to remove residents from immediate risk.
  • To assist in the preparation of the service and enforcement of legal notices under the Anti-Social Behaviour Crime and Police Act 2014 and Housing Act 2004 and any other legislation that is appropriate to secure the main purpose of the role.
  • To follow up and revisit where informal and formal action has been taken, checking progress and next steps and to follow through on any legal notice served.
  • To carry out recorded interviews under the provisions of the Police and Criminal Evidence Act 1984 (PACE) (as amended).
  • To take witness statements and gather and preserve evidence for use during investigations and in legal proceedings.
  • To prepare case bundles for court in accordance with the High Court Rules of Evidence and to represent the Council in Court as necessary.
  • To communicate & support witnesses before, during and after legal proceedings and accompany them to court if required.
  • Create and maintain case files, documents and databases to assist in the monitoring and analysis of cases and to ensure that intelligence is gathered to inform the deployment of resources to support service delivery.

Requirements:

  • Previous experience in a similar role.
  • Enhanced DBS on the update service.
  • Knowledge and understanding of relevant guidance/directives/powers (Housing Act 2004 etc).
  • Experience of investigating ASB complaints and taking appropriate follow-up action.
  • Experience of using relevant legislation and powers, i.e. service of statutory notices, court proceedings etc.
  • Capable of keeping detailed concise and accurate records of all visits and actions and preparing witness statements, writing notices and schedules.

Working Hours: 09.30 – 17.30 Monday– Friday (out of hours required TBC)
