Contribute to ensuring the compliance of the CPF-2 EPSCC contract Telecom detailed engineering activities with approved SOR and Company standards.
Liaise with TotalEnergies headquarters (TEC) for assistance and deviation resolution under the guidance of the ICSS Lead, as required.
Participate in the Procurement technical preparation and assist the Procurement discipline during all the procurement phases.
Attend the FAT and SAT within Telecom discipline, and contribute to ensuring a clear handover dossier is provided to the site supervision team.
Provide technical advice and support to construction supervision regarding CPF-2 Telecom.
Comply with HSE requirements and support and enforce the HSE Project objectives and directives.
Participate in tender assessments, clarifications with bidders and other activities as related to the discipline.
Continuously be involved in identification and technical discussions on AGUP interfaces related to CPF Telecom.
Perform quality review of detailed engineering documentation related to CPF Telecom, verifying that comments are returned without delay and with the required quality.
Review and propose responses to technical queries and deviation requests related to CPF Telecom and project management approval. Support exchanges with HQ experts for derogation requests related to CPF Telecom.
Ensure implementation of Pre-Project requirements frozen per SOR and key binding documents related to CPF Telecom.
Actively expedite Contractors to issue deliverables with the right quality level and as per the approved MDRs. Assess on a regular basis the progress of Contractors' deliverables by reviewing the MDRs.
Contribute to HQ Project Review preparation and provide input for responses as applicable to CPF Telecom and layout disciplines.
Review and comment vendor documents that have been assigned and assist project engineers in technical problem solving at all stages of work. Attend vendor meetings as required.
Attend weekly coordination meetings with the CONTRACTOR(s) for the Telecom discipline.
Report weekly activities performed and attend coordination meetings.
KEY ACTIVITIES
- To adopt & demonstrate an exemplary behaviour with regard to HSSE requirements. To contribute to the effective implementation of the Project HSSE policy and commitment.
- To adopt and demonstrate an exemplary behaviour with regard to the Company Ethics and "Code of Conduct" policy and to promote and enforce the Corporate Anti-Corruption Program within the project team.
- To provide specialized technical input and support to the Engineering all discipline team for CPF Telecom matters.
- To ensure adequate and timely reporting to the ICSS lead engineer on progress and concerns, and in a general manner, anticipates problems, proposes potential optimizations, improvements and solutions with regards to his/her disciplines.
- To liaise and interface actively with other CPF-2 discipline specialists regarding the disciplines-related matters and on all engineering, procurement, constructability, operability and maintainability matters, to ensure consistency of the work.
- Review and approve Telecom material specifications, valve data sheets, and material requisitions in line with project scope and specifications.
- Support construction and field teams in resolving material deviations and substitution requests.
- Ensure telecoms engineering activities are conducted in accordance with project specifications and approved variations if any. Accountable for a quality design of telecoms engineering deliverables, including design safety aspects and execution planning of telecoms field activities.
- Lead work execution, ensuring technical alignment and quality with various disciplines stakeholders from both PMT and EPC Contractor. Provides guidance to EPC contractor to complete Telecom design as per project specifications in a timely manner and provide clear direction when project instructions or specifications are not clear.
- Manage the purchase order with the EPC Contractor and System Vendors in accordance with the roles and responsibilities given in the contract to ensure safe and seamless integration of the systems without any disturbance to the existing operating facilities.
- Lead the Contractor to develop plans and work schedules that ensure effective completion of project activities and provide data (narrative, charts, graphs), change management recommendations and recovery plans to address any schedule delays for monthly progress and stewardship reporting.
- Support multi-discipline activities providing telecommunications expertise to other disciplines as necessary, in support of completing activities within schedule and making appropriate recommendations to management on telecommunications issues.
- Support interfacing between key vendors and other EPC contractors to ensure quality and execution objectives are met.
- Provides field engineering support to construction and commissioning works to ensure field execution at site meets project plans.
Qualifications
- Professional Experience (years): 10-15 years in Oil and Gas projects as Telecom Lead/Sr Telecom engineer, Lead/Sr Telecom engineer.
- Previous experience with international Engineering EPC Contractors on projects of similar scale.
- Previous experience with Brownfield engineering and execution is desired.
- Possess competence in accordance with global Telecommunications Engineering competency and development framework.
- Conversant with relevant Telecommunications national and international standards and has a broad understanding of all aspects of Telecommunications systems and a deep understanding of own speciality(ies).
- Proven track records of delivering a portfolio of Telecom EPC projects including complex and multiple vendor projects within international settings.
- Requires hands-on expertise and design experience with telecoms equipment and systems design (OTN, UHF TETRA VHF radio Systems, IP Networks), security (access control, CCTV surveillance networks, fence intruder detection, ANPR), public/emergency announcement (PAGA), and networks (WANs, LANs, Industrial Wireless Networks Wiring, Routers, Switches, Servers etc), ship/shore communication systems, Hazardous area requirements (EExd, EEi, EExe).
- Shall be proficient in fibre optic cabling network design, copper cable networks and relevant infrastructure such as duct banks, cable / ladder tray designs. This shall include transition of design engineering to construction deliverables.
Technical Skills:
- Knowledge of international codes and standards related to his/her disciplines.
- Knowledge of TotalEnergies standards related to his/her disciplines.
Level / Diploma:
- Bachelor’s Degree in Computer Science/Engineering, Electrical and Electronics Engineering or System Engineering.
Languages:
- Fluency in English.
