As Commercial Manager, you'll take ownership of commercial performance across every call-off contract on the Welsh Water Framework. Reporting to the Senior Commercial Manager, you'll lead a team of Quantity Surveyors and Senior QSs, set the commercial standard across a varied portfolio of projects, and advise delivery teams on risk and value. What you'll do * Lead, coach and develop the QS team, setting objectives and building succession * Own commercial performance, forecasting and governance across all call-offs * Oversee monthly reporting: client reports, internal CVR, cost, change and cash flow * Turn project data into clear executive-level summaries that support business planning * Drive subcontract performance against programme, budget and commercial targets * Lead commercial risk management, maximise value from change and limit unrecoverable costs * Continuously improve commercial systems, controls and reporting What you'll bring * Degree in Quantity Surveying, Commercial Management, Construction Management or similar * Proven record leading commercial teams in infrastructure, utilities or construction * Extensive NEC3 experience: ECC Option A, Compensation Events, Early Warnings, dispute resolution * Strong main contract and subcontract management * Advanced forecasting, financial analysis and Excel modelling * Confident negotiator and influencer, with the ability to engage stakeholders at every level * Strong leadership and people management skills Desirable * COINS or similar commercial systems * Power BI and data visualisation * Experience building reporting templates and dashboards
