We're looking for a Commercial Manager for a public sector organisation based in London, Croydon, Manchester or Liverpool (hybrid) on an initial 6 contract paying up to £550 per day (Inside IR35, Umbrella). This is a hybrid role with an expectation to attend the office three days per week across one of the listed locations.
The successful Commercial Officer will support an Enterprise Services function through a period of re-procurement and contract management activity. They'll lead on market engagement, produce procurement documentation for ITTs and contract awards, and provide commercial advice and escalation support across a portfolio of BAU contracts covering services such as CRM, MS Teams External Calling, Contact Centre Services and Device Support.
You will need proven experience working with the following:
- Public sector procurement, including leading re-opened competition call-off contracts via Crown Commercial Service (CCS) framework agreements
- Working in multi-disciplinary buyer teams on structured market engagement activity
- Managing incumbent supplier involvement in market engagement in a compliant and fair manner, including TUPE considerations
- Working with legal advisors to identify and mitigate procurement regulation risks
- Contract management, including commercial advice, guidance and escalation for BAU contracts
- Briefing legal advisors on compliance risks within the public sector procurement regulatory framework
- Persuading and advising stakeholders with varying levels of commercial awareness, both informally and at Board level
- Resolving differences between parties through pragmatic, principled solutions
You'll also need practical exposure to the following:
- Identifying and applying government procurement guidance and playbooks to market engagement approaches
- Developing a supplier perspective to identify and manage risk transfer concerns from potential bidders
CIPS or MCIPS qualification is highly desirable. You'll need to hold or be eligible to obtain SC clearance.
