We are seeking a Housing Leaseholder Manager for our public sector client based near Grays on an initial 3-month contract (expected to last around 10 months), paying £400 to £500 per day inside IR35. This role allows hybrid working - 2-3 days per week on site.

Proven skills working with the following:

  • Leaseholder engagement and leadership across large property portfolios
  • Right to Buy legislation and application processes
  • Section 20 consultation and major works billing
  • Service charge setting, invoicing, and compliance
  • Resolving complex leaseholder queries and disputes
  • Coaching and managing high-performing housing teams
  • Policy development and stakeholder communication

The role involves:

  • Leading all aspects of homeownership services for over 940 leaseholders across 10,000 properties
  • Overseeing major works and ensuring Section 20 consultations are delivered within statutory timeframes
  • Managing service charge processes, billing accuracy, and income collection
  • Acting as the service lead for leaseholders and ensuring high customer satisfaction
  • Ensuring full legal compliance across all leasehold and Right to Buy services
  • Representing the council in tribunals and stakeholder forums where required
