We are supporting a leading property management organisation in the appointment of an experienced Regional Engineering Manager to oversee the delivery, continuity, and compliance of engineering services across a high-quality commercial portfolio. This role is responsible for ensuring the effective management of critical building infrastructure alongside standard Mechanical, Electrical, Vertical Transportation and Public Health services, while protecting landlord-owned assets and supporting occupier operations. In some cases, the role will involve setting up engineering systems, procedures, and compliance frameworks in new buildings.

As Regional Engineering Manager, you will provide technical leadership and governance across the portfolio, ensuring engineering services are delivered safely, compliantly, and in line with client and business expectations. You will work closely with Property Managers, surveyors, occupiers, and service partners, acting as the technical authority for engineering matters. You will also contribute to the effective management of Health, Safety and Wellbeing for all building users.

Key Responsibilities

  • Contract & Service Partner Management
    • Manage and review engineering maintenance contracts across the portfolio
    • Organise and attend monthly meetings with service partners
    • Review contractor reports, proposals, KPIs, and performance
    • Ensure maintenance contracts are in place and fit for purpose
    • Monitor plant and system performance via BMS and site inspections
    • Carry out random checks of critical plant operation and escalate issues as required
    • Attend site for annual power downs, essential works, and emergencies when required
  • Compliance & Risk Management
    • Ensure compliance with all current legislation and business standards
    • Verify contractor RAMS, insurance, and accreditations
    • Manage statutory compliance including:
    • Pressure Systems (WSE)
    • Emergency Lighting
    • Water Hygiene (L8)
    • Lift inspections and reporting
  • Ensure statutory inspections are completed on time and actions tracked
  • Maintain accurate reporting via the business risk management system, providing a full audit trail
  • Operational & Technical Management
    • Provide day-to-day technical support to Property Managers and occupiers
    • Support Permit to Work systems and review method statements
    • Coordinate plant shutdowns and works impacting occupier operations
    • Audit PPM and reactive maintenance activities via CAFM systems
    • Prepare and manage engineering service charge budgets
    • Raise orders, manage procurement, and verify invoices
    • Develop and manage energy, sustainability, and conservation programmes
    • Analyse engineering data and reports, ensuring actions are followed through
    • Arrange and manage independent audits where required
  • Asset & Lifecycle Management
    • Implement and manage E-logbooks and planned maintenance systems
    • Develop and maintain base building asset registers
    • Ensure drawings, O&Ms, and plant records are accurate and up to date
    • Develop and manage plant replacement and lifecycle programme
    • Support tendering processes, contractor mobilisation, and performance reviews
  • Stakeholder & Occupier Engagement
    • Attend quarterly occupier performance and sustainability meetings
    • Keep Property Managers informed of engineering risks or issues
    • Escalate reputational, safety, or operational risks promptly
    • Support responses to incidents involving HSE or EHO where required
  • Skills, Knowledge & Experience

    • Proven experience in a regional or multi-site engineering role
    • Strong contract management experience
    • In-depth knowledge of statutory compliance, H&S, and building services legislation
    • Solid understanding of plant operation and critical infrastructure
    • Experience implementing and managing Permit to Work systems
    • Knowledge of SFG20, PPM regimes, and CAFM systems
    • Budget management and reporting experience
    • Experience managing tender processes and contractor mobilisation
    • Strong stakeholder management and communication skills
