About the ITA
The International Tax Authority (“ITA”) was established under the International Tax Authority Act, 2018 as a corporate body. The primary responsibilities of the ITA are: (1) to carry out the functions of the Competent Authority under the Mutual Legal Assistance (Tax Matters) Act, 2003 (MLA), which were previously carried out by the Financial Secretary; (2) to take a proactive stance in relation to all cross-border tax matters that currently affect or have the potential to affect the Virgin Islands; and (3) to ensure that the Virgin Islands is fully compliant with the international standards of transparency and exchange of information for tax purposes.
Role summary
The Senior Administrative Officer provides advanced administrative, records management, and operational support across the International Tax Authority (“ITA”) to support the efficient functioning of the Authority. The role is responsible for coordinating correspondence, supporting key compliance and reporting systems, maintaining accurate records, and facilitating effective information flow across multiple functional areas.
Minimum Qualifications and Experience
- Associate degree in Business Administration, Management, or a related field.
- Four (4) years of relevant professional experience.
Key responsibilities
Administrative support & records management- Ensure incoming Exchange of Information upon Request (“EOIR”)/correspondence is managed and maintained in terms of priority or importance; stamped, recorded, and entered in the Exchange Management & Monitoring Application (“EMMA”) within the required timeframe(s).
- Prepare package and arrange dispatch of letters of clarification, notice, interim and final response.
- Manage the enrolment of BVI Financial Account Reporting System (“BVI FARS”) for Common Reporting Standard (“CRS”), Foreign Account Tax Compliance Act (“FATCA”) and Country-by-Country Reporting (“CbCR”) and maintain relevant records and keep data up to date so that complete records are available for reference.
- Assist with the records management of Automatic Exchange of Information (“AEOI”) requests and review policies and procedures; manage data collected for Financial Institutions (“FIs”) that have filed undocumented accounts.
- Assist with the review of applications for financial periods, prepare periodic reports for records keeping and process responses within the required timeframe.
- Assist with the process of applications for provisional treatment; review and ensure that information is acceptable; review claims of non-residence and prepare updates to the jurisdiction which the entity claims to be tax resident in; follow-up with the entity; log reviewed and final evidence and prepare documents for exchange of information by email; log exchanges and responses from jurisdiction in the Virtual Integrated Registry Regulatory General Information Network (“VIRRGIN”).
- Assist with the dispatch of all applications for tax information to local companies, banks and government agencies.
- Assist with the deregistration of reporting entities, records management, verification of data collected and/or pending, change of primary user and/or duplications of entity.
- Ensure all correspondence that is collected and dispatched respectively are recorded appropriately to facilitate effective information flow.
- Provide professional front-of-house service: manage the switchboard (screen and transfer calls, take and distribute messages) and maintain a professional reception environment.
- Receive and triage EOIR/EMMA-related intake at front-desk; stamp, scan and enter incoming EOIR/EMMA correspondence and related requests into EMMA/T-Drive in line with service standards.
- Ensure all correspondence collected and dispatched is appropriately recorded to facilitate effective information flow.
