About the ITA

The International Tax Authority (“ITA”) was established under the International Tax Authority Act, 2018 as a corporate body. The primary responsibilities of the ITA are: (1) to carry out the functions of the Competent Authority under the Mutual Legal Assistance (Tax Matters) Act, 2003 (MLA), which were previously carried out by the Financial Secretary; (2) to take a proactive stance in relation to all cross-border tax matters that currently affect or have the potential to affect the Virgin Islands; and (3) to ensure that the Virgin Islands is fully compliant with the international standards of transparency and exchange of information for tax purposes.

Role Summary

The IT Specialist is responsible for supporting and maintaining the Authority’s information technology systems to ensure secure, reliable, and efficient operations. This includes the management of networks, servers, databases, cloud environments, security infrastructure, critical reporting systems, and day-to-day technical support for staff. The Officer will ensure high performance of IT assets, safeguard the integrity of sensitive data, coordinate with vendors, and contribute to the Authority’s policy, security, and continuity requirements.

Minimum Qualifications and Experience

  • Bachelor’s Degree in Information Technology, Computer Science, Computer Engineering or a related field.
  • Three (3) to five (5) years of relevant IT experience in systems administration, network operations, cybersecurity, or a similar technical environment.

Key Responsibilities

Infrastructure & Network Management

  • Monitor network and server performance to ensure optimal system availability.
  • Evaluate and adjust configurations to improve system speed, stability and integration.
  • Resolve system, hardware and network-related issues.
  • Recommend upgrades based on changing organizational IT needs.
  • Support and maintain cloud operations, including Microsoft Azure environments.

User Support & Helpdesk Management

  • Manage the internal ticketing system and serve as the primary contact for IT requests.
  • Provide technical assistance to employees on hardware, software, network and database matters.
  • Train users and conduct demonstrations on IT applications and security best practices.
  • Troubleshoot transmission-related system issues and support the International Cooperation Unit.

Application, Website & System Administration

  • Install, configure and maintain network applications, software and hardware.
  • Monitor and support the Authority’s core systems, including:
    • Exchange Management & Monitoring Application (“EMMA”)
    • Beneficial Ownership Secure Search System (“BOSSs”)
    • BVI Financial Account Reporting System (“BVIFARS”)

• Virtual Integrated Registry and Regulatory General Information Network ("VIRRGIN")

  • Manage the ITA website: post notices, update plug-ins, and perform routine maintenance.
  • Assist with internal app and website development as required.

Vendor Coordination

  • Liaise with external vendors for system development, troubleshooting and upgrades.
  • Obtain and maintain secure transmission certificates (CTS & IDES).
  • Coordinate the procurement of IT equipment and digital resources.

Security, Compliance & Risk Management

  • Maintain strong IT security controls in line with international confidentiality standards.
  • Manage backup and recovery processes; ensure that disaster recovery routines are maintained.
  • Add and manage user access permissions and security privileges.
  • Assist with the drafting and implementation of IT policies, procedures and compliance requirements.

Data Management & Reporting

  • Prepare and maintain accurate IT documentation, logs, records and inventories.
  • Compile technical and statistical reports for management.
  • Support data collection, analysis and MIS reporting demands.
  • Maintain IT standards, procedures and definitions.
