The International Rescue Committee (IRC) is one of the world’s largest international humanitarian non‑governmental organizations, responding to the worst global crises and restoring safety, dignity and hope to millions. IRC’s Technical Excellence (TE) group, located within the Crisis Response, Recovery and Development Department, provides technical assistance to country program staff and shares lessons to influence policy and practice.

IRC’s Technology 100 plan establishes an expanded Technology for Programs (ICT4P) function to prioritize AI and technology governance. The Manager will coordinate AI governance processes, technology demand management, and strategic AI initiatives across the organization, ensuring technology investments support IRC’s humanitarian mission.

Major Responsibilities

  • Administer AI tool governance processes—move requests through approval workflows, serve as primary contact for staff, convene Governance Committee meetings, identify bottlenecks, maintain records of approved tools and risk assessments, update intranet, and advance AI tool SoPs.
  • Coordinate project management for AI business development and AI partnerships initiatives—track deliverables and milestones, facilitate cross‑team coordination, organize meetings, communicate status to stakeholders, and draft updates for broad communications.
  • Support the AI Community of Practice—create meeting agendas, identify and coordinate with speakers, curate and disseminate AI news and resources, manage knowledge repositories and intranet postings, facilitate connections between staff, and track engagement metrics.
  • Administer the Technology for Program Central Demand Pipeline—support intake processes, route requests to appropriate teams, collect feedback to identify patterns, prepare briefings for demand review meetings, and track request status.
  • Facilitate cross‑functional collaboration—build relationships across IT, METAL, programs, and country offices, translate between technical and non‑technical audiences, identify alignment opportunities, and raise issues to leadership.
  • Contribute to strategic planning and reporting—provide data‑driven insights on demand patterns and governance trends, prepare dashboards and reports for leadership.
  • Promote responsible and ethical technology use—champion responsible AI practices, integrate ethical considerations into decision‑making, raise awareness of risks in humanitarian contexts, and support development of guidance on responsible AI use.

Job Requirements

  • Education: Bachelor’s degree in Information Technology, Business Administration, International Development, Project Management, Public Health or related field required.
  • Work Experience: 5‑7 years of progressive professional experience in project coordination, technology management, program operations, or related fields required. Minimum 2 years of experience working in the humanitarian, international development, or nonprofit sector required. Demonstrated experience managing multiple concurrent projects or workstreams with competing priorities. Experience with governance processes, demand management, or portfolio management preferred. Previous experience working in or with IT departments or technology teams strongly preferred.
  • Demonstrated Skills And Competencies: Technical knowledge with AI familiarity—experience defining business requirements, product development lifecycle, understanding of AI technologies and implications, familiarity with AI governance frameworks and responsible AI principles, and comfort learning and working with new technology tools. Project and process management—strong organizational skills, ability to identify process inefficiencies and implement improvements, experience facilitating meetings, documenting decisions, and tracking action items, comfortable working with ambiguity, detail‑oriented follow‑through, and experience with project management tools such as JIRA, Asana, Smartsheet, Microsoft Project, and Confluence preferred. Communication and collaboration—excellent written and verbal communication skills, ability to translate between technical and non‑technical stakeholders, collaborative mindset, understanding of humanitarian principles, operational contexts, appreciation for technology considerations in crisis environments, sensitivity to data protection, privacy, and ethical technology use in vulnerable populations.
  • Language Skills: Fluency in English required; Arabic, French and/or Spanish also an advantage.

Compensation: £45,954 – £53,614 (UK‑based candidates). Pay ranges apply to UK‑based candidates and are based on labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
