Job Summary
The Technical Program Manager supports the Enterprise Applications team in enabling IRC’s future state IT support model through the delivery of system enhancement and integration projects, primarily within the Service Now platform.
Responsibilities
- Manage the design and delivery of Service Now enhancements and integration with other enterprise systems, coordinating release schedules and ensuring solutions are well‑documented, tested, and supportable.
- Use Agile methodologies to manage program workstreams, including product backlog management, sprint planning, and task management; act as scrum master by educating the team, facilitating scrum events, and removing obstacles.
- Work closely with solution architects, developers, and business system analysts to translate business requirements into technical specifications, manage cross‑system dependencies, and maintain clear documentation.
- Lead cross‑functional, multi‑disciplinary teams across all phases of the software development lifecycle.
- Support vendor and third‑party integration partners, ensuring delivery meets IRC’s data quality, security, and compliance standards.
Qualifications
- 3-6 years of demonstrable experience managing technical projects, system enhancements, and/or data/system integrations.
- Excellent project management skills with a track record of applying program management principles, practices, and techniques to technical projects.
- Experience managing system enhancement and data integration projects.
- Strong experience with Agile methodologies and acting as a Scrum Master.
- Proficiency with project management software tools such as Jira, Monday. com, Azure Dev Ops, Trello, and Microsoft Planner.
- Working knowledge of system architecture and data flows sufficient to translate business requirements into technical specifications.
- Strong written and verbal communication skills, able to present to senior executives.
- Ability to develop positive partnerships with technology and business user communities.
- Self-motivated problem solver who can assess and develop strategies for complex technical challenges with limited guidance.
- Experience leading cross‑functional, multi‑disciplinary teams across all phases of the software development lifecycle.
- Knowledge of global humanitarian aid programming (e. g., supply chain, grant proposals, program design, procurement) is a plus.
- Prior global NGO experience preferred.
