Finance Business Partner - UK RAI Programmes

• Position Overview
• Programme Finance Manager
• IRC UK RAI programme. The role leads financial management across the programme lifecycle, partners closely with programme leads, and builds financial capacity across the team.
• Key Accountabilities
• Strategy, Planning and Finance Business Partnering (30%)
• Contribute to the annual planning cycle, develop multi‑year budget frameworks, provide strategic financial insight, model scenarios, and advise on pricing and resource allocation.
• Budget Monitoring and Planning (25%)
• Lead preparation of project budgets, coordinate with headquarters on operating budgets, provide monthly budget‑vs‑actual reports, and produce monthly management accounts.
• Grants and Contracts (20%)
• Lead grant opening, review and closure meetings; assess funding opportunity viability, support programme design, analyse reporting terms, lead financial presentations, and provide partner training.
• Accounting, Risk, Audit and Internal Controls (10%)
• Maintain internal controls, prepare risk registers, support audit readiness, manage financial documentation, and oversee financial closings.
• Line Management (10%)
• Supervise the Programme Finance Officer, set objectives, conduct performance reviews, and support professional development.
• Capacity Building and General (5%)
• Create finance training for non‑finance colleagues, ensure grant documentation completeness, seek process improvements, and support other tasks as directed.
• Scope and Authority

Operates autonomously, reports to the Director of Programmes UK, authorises programme financial documents, and represents the finance unit at stakeholder meetings.

Person Specification – Essential Skills, Knowledge and Qualifications

• Qualified Accountant (CCAB or equivalent).
• Strong understanding of charity finance, contract pricing and local authority funding.
• Advanced Excel skills – budgeting, modelling, data analysis (pivot tables, lookup functions).
• Excellent written and verbal communication; able to present financial information to non‑finance audiences.
• Organised, detail‑oriented, data‑driven.
• Independent working ability in a fast‑paced environment.
• Experience with multi‑currency budgets and interest in integrating AI tools into finance.

Person Specification – Experience

• Financial management and monitoring for programmes.
• Budgeting, reforecasting and donor financial reporting.
• Strategic financial planning or multi‑year budget development.
• Grants and contract management for donor‑funded projects.
• Line managing or supervising staff.
• Audit processes and maintaining audit‑ready records.
