Organizational Context and Scope
IOM prepares individuals arriving through safe and regular pathways for their integration in the UK through tailored pre‑departure activities. This post will directly coordinate successful implementation of key resettlement and integration projects deliverables on cultural orientation, capacity building of local authority stakeholders and facilitate labour market integration of beneficiaries, under the UK Resettlement Schemes, and the Afghan Resettlement Schemes.
Under the overall guidance of the Senior Programme Coordinator, the direct supervision of the National Resettlement and Complementary Pathways Officer and working in close coordination with the Head of Operations and relevant IOM missions the incumbent will coordinate the implementation, and day to day delivery of the assigned projects, support the development of project proposals and provide specialised thematic support in the area of Resettlement and Integration.
The incumbent will also liaise with relevant stakeholders on matters related to project development, implementation, and reporting, as well as represent IOM in external forums and meetings. Monitoring project progress and expenditure against objectives, outcomes, including coordination of monitoring and evaluation activities; coordination of the preparation of narrative and financial reports in accordance with donor requirements, IOM regulations, and established procedures.
In consultation with the National Resettlement and Complementary Pathways Officer identify opportunities for linkages between pre‑departure and post arrival integration activities and coordinating the annual Train the trainer event on pre‑departure UKCO and maintain ongoing consultation and engagement with beneficiaries and local authority stakeholders.
Coordinate the development of educational tools and resources to improve beneficiary access to information, identifying gaps and addressing information needs through the development of digital resources, tools and solutions for the delivery of UK Cultural Orientation. Coordinate the development and adaptation of UKCO curriculum and guidelines as well as improvements made to UKCO related activities, ensuring UKCO staff in IOM missions overseas are fully trained on all related UK resettlement requirements.
Liaise and maintain relationships with relevant stakeholders, including donors, government departments, civil society organizations, local authorities, and private sector actors. Contribute as required to increase stakeholder understanding and knowledge of IOM’s projects, capacities, and expertise in the areas of resettlement and integration.
Draft and coordinate concept notes/project documents to share with counterparts and donors based on identified needs and opportunities; make funding applications as required. Contribute to the formulation of institutional responses in line with IOM’s strategy and objectives. Produce materials for strategic communications and external visibility initiatives including proactively identifying opportunities for visibility and implement communications activities on integration work in close coordination with the communications team.
Coordinate the activities of the Refugee and Migrant Integration Hub and oversee the design and development of mobile applications of integration resources for UKCO. Liaise with IOM Missions overseas and coordinate the development of an onboarding package on UK Cultural Orientation in line with project requirements. Oversee the drafting of SOPs and tools for training of new staff. Manage the team delivering UKCO and other pre‑departure activities. Assign tasks to team members and monitor performance of the UKCO team to ensure project activities and milestones are delivered effectively and in a timely manner. Perform such other duties as may be assigned.
Qualifications Required Qualifications and Experience
Education: University degree or equivalent in a related field such as International Relations, Political Science, Social Science or Development Studies; a post‑graduate degree would be an advantage, or Minimum of 7 years work experience (or five years for candidates holding university degree) in the fields of migration, resettlement and integration, humanitarian and/or development; specific experience on asylum, resettlement, family reunion and complementary pathways would be a distinct advantage.
Experience and proven track record in developing successful projects and effectively coordinating projects, including the provision of remote support to project teams in overseas locations; experience working on projects related to resettlement would be a distinct advantage. Experience in financial management, monitoring and evaluation of projects and overall project management expertise is essential for this post. Understanding and experience of the techniques and skills required for effective capacity building and training delivery for governments, UN staff, media and other actors. Good understanding of entitlements and rights of refugees in the UK a key requirement. Demonstrated experience in developing integration resources for refugees including digital learning resources. Excellent analytical and critical thinking skills and excellent communication skills. Proven record of managing high functioning teams is a key requirement for this post.
