International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through healthcare training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide.

This position will support International Medical Corps’ emergency response delivering outpatient clinical care to disaster-affected populations. NOTE: Candidates applying to this position are indicating that they are interested in being considered for International Medical Corps’ standby roster for emergency response. Roster members will be contacted only when there is an emergency-response need for which the responder is qualified. This position will not be compensated unless responders are deployed to an emergency response.

JOB SUMMARY: The primary responsibility of the Manager, Country Security is to support the Emergency Response Team on all issues of safety and security as they relate to staff and programs in the country in which they work. This position oversees daily security management and manages National Security staff or contractors as well as trains and mentors Security Focal Points. The Country Security Manager ERT will monitor and assess security conditions, and make recommendations as appropriate.

MAIN TASKS AND RESPONSIBILITIES

  • Security Management
    • Develop and update the security guidelines, SOP’s and Contingency Plans for the mission.
    • Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented.
    • Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats.
    • Design and drill warning systems, emergency radio networks, and provisioning of emergency supplies for field personnel.
    • Ensure internal incident tracking system is utilized properly and perform incident mapping and analysis.
    • Collect security related information from local and regional resources as it applies to International Medical Corps sites and communicate with leadership as appropriate.
    • Monitor the security preparedness of staff and volunteers and work with deployed team members to enforce compliance with internal security policies and SOPs.
    • When directed by supervisor, carry out investigations and capture lessons learned to be incorporated into future staff trainings.
    • Act as a key member of the Team when required during a crisis so that safety policies and procedures are implemented.
    • Ensure logistics follows a servicing and maintenance schedule for vehicles.
    • Audit communications equipment and facilitate communications-related assistance when necessary.
    • Recommend changes in mission security plans as needed.
    • Ensure induction security briefings are conducted to all arriving staff, visitors or volunteers.
  • Compliance
    • Ensure weekly security reports are completed and sent to headquarters, providing timely updates of all situational and security developments including investigation of security incidents.
    • Conduct and submit Security Risk Assessments of programs, as required.
    • Conduct, fill out, and submit full Site Security Surveys of every site visited.
    • Conduct, fill out and submit Trip Reports of all field deployments.
    • Keep excellent records and logs to ensure continuity of this position.
  • Representation
    • Attend security coordination meetings and updates CD/Team Lead on current security issues.
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
  • General
    • Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.
  • Policy Adherence
    • Actively promote PSEA (prevention of sexual exploitation and abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.
    • Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law at all times.

The fluid nature of emergency response requires personnel to adapt to a rapidly changing landscape; duties may be reconfigured to meet operational requirements. Perform other duties as assigned. MINIMUM QUALIFICATIONS

  • Typically, a Bachelor’s Degree in related field. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 5+ years of relevant progressive experience in field security in complex and unstable environments.
  • Previous experience working in NGOs.
  • Emergency response experience.
  • Ability to relate to and motivate national staff effectively.
  • Creativity and the ability to work with limited resources.
  • Extremely flexible with the ability to cope with stressful situations and frustrations.
  • Excellent decision-making skills.
  • Must work independently under difficult conditions.
  • Advance First Aid training.
  • Ability to exercise sound judgment and make decisions independently.
  • Fluency in written and spoken English is required; fluency in Spanish, French or Arabic is desirable.

In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions. International Medical Corps is a first responder to natural and man-made disasters and has a mandate of working in remote locations. The organization has a comprehensive security management policy and plan in place and is committed to doing everything possible within its remit to ensure safety and security. Notwithstanding, the mandate and programming choices of International Medical Corps require staff members who have a high degree of resilience, extremely decisive qualities and the ability to move fast.
