The Beyond Oil and Gas Alliance (BOGA) is a first-mover alliance of governments and stakeholders that are working toward a global, managed, and just phase-out of oil and gas production. BOGA was launched at COP 26 in Glasgow as the first government-led alliance committed to phasing out oil and gas production. Its core members have committed to ending new licensing rounds for oil and gas and to Paris-aligned end dates for production.

The BOGA Fund was launched in 2022, with the aim of supporting developing countries in their transitions away from oil and gas. The Fund is designed to provide analytical, policy, and technical assistance to governments in the Global South that want to explore the risks of continued oil and gas development and the opportunities for alternative development pathways, with the aim of supporting requests for larger-scale, longer-term support from the multilateral system. The Fund was doubled to $20 million in 2023. To date, five country programmes with a range of institutional partners have been established, in Kenya, Colombia, Barbados, Brazil and Nigeria. BOGA announced a collaboration with the NDC Partnership at COP 29, offering support through the Fund for governments that reflect the transition away from fossil fuels in their Nationally Determined Contributions (NDCs) to the Paris Agreement.

We are looking for skilled and ambitious professionals with a deep understanding of the political, economic, and social barriers to phasing out oil and gas production and with a track record of delivering effective policy and technical assistance in government and/or international organisation contexts. Candidates must be team players and self-stanners who are happy working collaboratively with BOGA Secretariat colleagues, government, philanthropic, and multilateral counterparts. They must also have the experience to independently develop areas of the Secretariat’s work and the confidence to flourish in an evolving role. Staff will be fluent in written and spoken English, with proficiency in Spanish, Portuguese, and/or French being highly desirable.

The Manager/Senior Manager will work closely with the Head of Secretariat, existing Fund Manager, Fund counterparts, and the Secretariat team to:

  • Manage regular Steering Committee Meetings and the materials for them.
  • Support governments in developing and submitting proposals to the Fund.
  • Coordinate the development and delivery of in-country work programmes.
  • Design and implement monitoring and evaluation (M&E) systems.
  • Support the development of integrated knowledge products and capacity building.
  • Support communications around the Fund and the wider finance for the phase-out agenda ahead of COP31.

Candidates should have at least 10 years of relevant experience, with strong economics, energy, and/or oil and gas sector expertise and a solid track record of delivering technical assistance to ministries of finance, energy, and/or petroleum in a multilateral development bank, development agency, or similar context. The successful candidate will demonstrate:

  • Experience working directly with governments and development finance institutions, including in-country work in oil and gas-dependent economies.
  • A good understanding of UNFCCC processes and familiarity with the process of developing nationally determined contributions and long-term strategies.
  • Experience designing and coordinating funding proposals and raising donor resources for climate and energy transition-related assistance.
  • A track record of managing consultants and delivery partners and supporting the delivery of timely and high-quality analysis, dialogues, and technical assistance.
  • Strong expertise in project management, including designing, planning, coordinating, and delivering large-scale donor-funded projects.
  • Experience designing and implementing M&E strategies, including the ability to proactively identify and manage risks.
  • Strong communication skills, including the ability to draw lessons from data and dialogues and to draft clear technical guidance and policy briefs.

The ideal candidate will be self-motivated, with the ability to deliver against tight deadlines and to plan and organise work with minimal supervision in a logical and efficient manner. They will be a team player, comfortable working in an evolving role within a growing team.

The BOGA Secretariat is currently hosted by the International Institute for Sustainable Development (IISD), an independent non-governmental organisation with over 30 years of international experience. IISD is responsible for the recruitment and administrative management of this position.

Location: The role will be based remotely, with regular international travel. London, UK / Nairobi, Kenya / Paris, France / Washington DC, USA or Winnipeg, Canada.

Salary: Competitive salaries are offered depending on the candidate’s location and relevant experience.

Employment type: Full-time contracts will initially be given on a 1-year, fixed-term basis, with the expectation of renewal based on funding and other factors.
