The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and their International Federation to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.
The Generalist Field Officer contributes to the identification, implementation and monitoring of several ICRC projects in different fields of activities throughout the assigned area of responsibility with frequent travels. It can cover Field, Protection, Assistance, Cooperation, Communication or other activities, contributing to the representation of the ICRC at local level whilst monitoring the general situation, networking and conducting field trips.
Relationships
- Internally, interacts with colleagues in HAW Office, NEK Sub Delegation and ADD Delegation.
- Externally, interacts with a network of local contacts, such as authorities, opposition leaders, non-State armed groups, the civilian population, international organizations and non-governmental organizations and with the International Red Cross and Red Crescent Movement partners.
Accountabilities & Functional Responsibilities
- Representation, Communication and Networking (20%)
- Supports the Delegate in the development and maintenance of a network of key interlocutors present in areas of responsibility.
- Ensures that the list of key interlocutors is kept up-to-date and confidential.
- Represents and promotes the ICRC regarding its activities with all relevant interlocutors.
- Informs and advises the Delegate on the general situation in the areas of responsibility.
- Contributes to, maintains, and develops a network of key interlocutors for enquiries of general situation.
- Security management (15%)
- Continuously monitors the security environment in the area of responsibility.
- Informs the FTL of all irregularities or security issues in the field.
- Assists in obtaining security guarantees for the deployment of ICRC teams in the field.
- Analysis and synthesis (10%)
- Contributes to the analysis of the humanitarian situation and security environment in zones of responsibility.
- Monitors the political and social environment and identifies major issues and concerns relevant to the organization.
- Protection (30%)
- In close coordination with the PTL and Sub Structure Mgmt, plans, discusses, gathers, shares and jointly analyses PCP related information.
- Documents allegations of IHL violations and humanitarian consequences of armed violence on the civilian population.
- Ensures well-written and timely Prot-6 entries in close coordination with the FTL and PTL.
- Cooperation (10%)
- Ensures good working relations with the ERCS in zones of responsibilities through regular visits.
- Follows up on the ERCS financial settlement procedures.
- Other Programmes (15%)
- Provides support to EcoSec, Health and Wathab activities where/when required.
- Contributes/leads the Communication and Prevention activities.
Additional Duties
- Interprets and translates for the Delegate and/or other colleagues as required.
- Follows up on all work-related messages and correspondence with the relevant contacts and departments.
- Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
Job Requirements
- University degree in Social Science or similar.
- Minimum 3 years of working experience in similar fields.
- Excellent command of spoken and written English, Oromifa and Amharic.
- Very good knowledge of the region (geography, culture, politics).
- Driving license 3rd grade.
