The International Centre for Tax and Development (ICTD), based at the Institute of Development Studies (IDS), is seeking a policy and communication specialist to develop and deliver strategic policy engagement activities, in collaboration with senior researchers and the communications team.

ICTD is a world-leading research centre, based in Brighton, UK, focused on improving tax policy and practice in lower-income countries (LICs) to support greater equity, efficiency, and accountability. Through its partnership approach, rigorous and innovative research, and policy engagement communications, ICTD aims to bring practical evidence into the heart of policy decision-making processes and public debate on tax policy and its wider ramifications.

The consultant will need excellent knowledge on key areas of evidence and debates in relation to tax and development, have a track record of mapping relevant policy opportunities, and supporting engagement with key stakeholders. We are also seeking someone with good analytical and written skills, who may, for example, contribute to ICTD blogs series and drafting ICTD policy briefings.

This consultancy is expected to last for up to 70 days (depending on rates) within the period of September 2026 to March 2027. This role can be hybrid and/or remote.

Who should apply

  • Experience of policy engagement in global development and/or international tax spaces, ideally with pre-existing network and policy contacts
  • Track record of organising side events at international summits, preferably the IMF/World Bank Spring or Annual meetings
  • Track record of preparing policy messages and documentation (e.g. briefings) drawing on complex information (research findings or other)
  • Proven ability to reach a global audience with communications as evidenced, for example, through authored and published blogs and/or giving media interviews
  • Analytical skills and conceptual understanding of research impact (and how this differs to lobbying)
