The Intellectual Property Office (IPO) is the official UK government body responsible for intellectual property (IP) rights including patents, designs, trademarks, and copyright. We operate and maintain a clear and accessible IP system in the UK, which encourages innovation and helps the economy and society to benefit from knowledge and ideas. We help people get the right type of protection for their creation or invention. Delivering the best IP services to our customers is central to the IPO strategy and we are building on our strengths in rights granting and related services to improve our digital service offering and data.

The role sits in the Portfolio Management Office (PMO) within the Strategy directorate. The post holder will be part of a team of project professionals responsible for delivering the Portfolio to support the IPO Strategy and corporate priorities. This will consist of a variety of IT and Business change initiatives across the IPO.

Working Style: This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 20% of their time working onsite from one of our offices. This role is based in our Newport office. The requirement for attendance at an office location can vary by role so we would encourage candidates to discuss working arrangements with the recruiting manager to agree a reasonable balance between working from home and the office.

Main duties consist of but are not limited to: As a Project Manager, you will be responsible for:

  • Delivering full lifecycle (end‑to‑end) business and technical projects, ensuring delivery to agreed time, cost, and quality measures.
  • Maintaining accurate, assured project plans using MS Project, Azure DevOps, or similar toolsets, including running planning sessions and managing dependencies.
  • Managing risks and issues effectively, including identifying emerging technical and business risks, tracking impacts, and ensuring timely mitigations.
  • Leading multidisciplinary blended teams (technical, business, operational), maintaining scope, direction, and alignment with the business case.
  • Producing clear, concise, and accurate project reporting for governance teams, including progress updates, time and cost forecasts, and performance metrics.
  • Working with resource owners, technical leads, and business stakeholders to manage forward demand and ensure the right skills are available at the right time.
  • Ensuring alignment with relevant organisational frameworks, including governance requirements and the System/Software Development Lifecycle (SDLC) where applicable.
  • Supporting testing and assurance activities, ensuring that test planning, execution, and acceptance (UAT) align with project delivery requirements.

Person specification: Essential criteria

  • Proven experience in delivering both business and technical projects using Agile, Waterfall, or Hybrid methodologies within structured governance frameworks.
  • Strong understanding of project management principles, with proficiency in project tools such as MS Project and Azure DevOps.
  • Demonstrated ability to produce and maintain key project artefacts, including PIDs, Gantt charts, Plans on a Page (POAP), Level 0 plans, and milestone trackers.
  • Experience collaborating with technical teams, such as developers, engineers, testers, and architects, with the ability to interpret technical concepts and manage technical dependencies.
  • Strong organisational and prioritisation skills, with experience managing multiple competing demands in fast‑paced environments.
  • Exceptional stakeholder engagement and communication skills, including ability to translate technical detail for non‑technical audiences.
  • Experience supporting or managing testing phases, including unit, integration, system, and user acceptance testing, ensuring alignment with organisational testing strategies.
  • Must hold a recognised project management qualification, such as PRINCE2 Practitioner, APMQ, Agile Practitioner, or equivalent.
