Lead Intelligence Manager: Compliance and Assurance

The U.K. Intellectual Property Office (IPO) is the government agency responsible for patents, designs, trademark and copy right. The Rights, Policy & Enforcement Directorate support holders of all IP rights by engaging with law enforcement agencies to assist in the enforcement of those rights.

The IPO Intelligence & Law Enforcement Team (ILET) is a key part of this, with nationally trained and accredited staff working to provide intelligence on criminal IP infringement to law enforcement agencies and other government agency partners.

This is an exciting opportunity to join the ILET as a Lead Intelligence Manager Compliance and Assurance. In this role you will, jointly with colleagues, be responsible for providing day-to-day, first line management of the new Compliance & Assurance function for the ILET, ensuring that all intelligence and investigatory work is conducted in a legally compliant and proportionate manner.

Working location

This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 20% of their time working onsite from one of our offices. This role is based in our Newport office.

The requirement for attendance at an office location can vary by role so we would encourage candidates to discuss working arrangements with the recruiting manager to agree a reasonable balance between working from home and the office., Key Duties of the role consist of, but are not limited to:

• Lead on the development and implementation of policies and standard operational procedures (SOPs) in line with law, regulation, and guidance.

• Lead on the ILETs use of the Investigatory Powers Act (IPA) and ensure its compliance, adherence to best practise and the quality of its applications.

• Lead on the negotiation and creation of all ILETs legal data sharing agreements and Data Protection Impact Assessments required for the acquisition and handling of data and Intelligence with external partners.

• Be responsible for the ILET s contribution to the Register of Processing Activity (ROPA).

• Lead on all Review Retain and Dispose (RRD) processes for ILET including liaison with the KIM Team and IPO Secure.

• Be responsible for all the ILET Vetting requirements and including ensuring that the ILET vetting register is up to date.

• Identify and co-ordinate all training requirements for the Intelligence and Law Enforcement team, maintaining a central training record to ensure all professional accreditations are kept up to date.

• Engage with external partners to acquire access to Intelligence systems and data sources and maintain all licensing requirements for data sets and software for the ILET.

• Implement quality assurance standards across the Intelligence & Law Enforcement team relating to intelligence security and practice in accordance with law, regulation, and guidance.

• With ILET colleagues undertake internal audits, reviews, and inspections of the operational use of Intelligence; report findings and work with colleagues to resolve any issues and risks.

• In liaison with other operational and departmental leads, provide appropriate responses to recommendations made in respect of external inspections, reviews, audits and legal or regulatory proceedings.

• Provide specialist advice and guidance on the application of legislation to the conduct of intelligence development and investigations, including such legislation as: the Proceeds of Crime Act 2002, The Investigatory Powers Act 2016, the Regulation of Investigatory Powers Act 2000, the Data Protection Act 2018, the Enterprise Act 2002, and the Human Rights Act 1998., When completing your 750-word Personal Statement, please explain your suitability for this role by summarising your relevant knowledge and experience in the fields of:

• Providing specialist advice and guidance on the application of intelligence relevant to lawful data sharing in the conduct of intelligence development and investigations.

• Building and maintaining trusted, inclusive relationships with partner agencies to share intelligence and data.

• Understanding of current intelligence techniques, including those relating to the Investigatory Powers Act and the Regulation of Investigatory Powers Act the application process, use of and associated best practice.

• Implementing quality assurance standards across law enforcement intelligence and investigation teams relating to intelligence security and practise in accordance with law, regulation, and best practise.

Successful candidates must pass a disclosure and barring security check and if successful you must also hold, or be willing to obtain, a higher Security Clearance.

For meaningful checks to be carried out individuals will need to have lived in the UK for a sufficient period of time, depending on the level of clearance, to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. For this role the successful individual will need to have consistently lived in the UK for a minimum 5 years in order to meet the relevant security clearance.
