The HSE Advisor will support an industrial project by ensuring compliance with health, safety, and environmental regulations, with a strong focus on implementing and managing Construction (Design and Management) Regulations (CDM) 2015. You will play a critical role in promoting a proactive safety culture, ensuring the project meets legal obligations, and safeguarding the health and safety of all stakeholders.
Key Responsibilities:
- CDM Implementation and Compliance: Ensure the project complies with the requirements of the CDM Regulations 2015. Work closely with the Principal Designer and Principal Contractor to assess and mitigate risks during both the design and construction phases. Review and monitor the Construction Phase Plan to ensure it is fit for purpose and updated regularly. Advise on roles and responsibilities under CDM (e.g., Client, Designer, Contractor).
- Health and Safety Management: Develop and implement project-specific health and safety policies and procedures. Conduct risk assessments, method statement reviews, and ensure compliance with site safety standards. Support the identification, management, and control of hazards on-site.
- Site Inspections and Audits: Perform regular site audits to monitor compliance with HSE legislation and CDM regulations. Identify non-compliance issues and provide practical recommendations for corrective actions.
- Stakeholder Engagement: Act as the primary point of contact for CDM-related queries and concerns. Liaise with designers, contractors, and project stakeholders to ensure effective communication of HSE requirements.
- Incident Reporting and Investigation: Investigate accidents, incidents, and near misses, ensuring root causes are identified and lessons learned are communicated effectively. Maintain detailed records of all incidents and corrective actions taken.
- Training and Inductions: Deliver CDM-specific training sessions to project stakeholders. Conduct site inductions, ensuring personnel understand CDM and project-specific safety requirements.
- Regulatory Compliance and Reporting: Ensure compliance with all applicable UK health and safety legislation, including the Health and Safety at Work Act 1974 and CDM Regulations 2015. Prepare detailed HSE performance reports and provide regular updates to senior management.
- Promoting a Positive Safety Culture: Encourage a proactive approach to safety across all levels of the project team. Lead toolbox talks and other safety initiatives to foster engagement and awareness.
Skills and Experience Required:
- Proven experience as an HSE Advisor in industrial or construction projects.
- Strong understanding and practical experience with CDM Regulations 2015.
- Ability to assess and manage health and safety risks in a complex project environment.
- Excellent communication and interpersonal skills, with the ability to influence and engage at all levels.
Qualifications:
- NEBOSH National General Certificate or Construction Certificate (or equivalent) essential.
- CDM awareness training or qualification highly desirable.
