Role Overview
The Taking Over Project Manager is responsible for managing the full process of Taking Over completed work packages from construction teams and formally handing them to the client, operations team, or commissioning function. This role ensures that all construction, quality, safety, and documentation requirements are met, enabling a smooth transition into commissioning, energisation, and eventual commercial operation. This is a key interface role between construction, quality assurance, engineering, commissioning, and operations on a large-scale newâbuild power generation project.
Key Responsibilities
- Package Handover & Taking Over Management
- Lead the Taking Over process for allocated work packages (civils, mechanical, electrical, auxiliary systems, balance of plant, etc.).
- Ensure all contractual requirements for Taking Over Certificates (TOCs) are met.
- Coordinate walkdowns, inspections, and punch list generation with construction and QA teams.
- Track and close out punch lists, snags, and outstanding work items prior to handover.
- Facilitate readiness reviews and acceptance milestones for each package.
- Documentation & Compliance
- Manage the collection, validation, and submission of all handover documentation:
- Asâbuilt drawings
- Test records & commissioning certificates
- Inspection & Test Plans (ITPs)
- Manufacturer data & warranties
- O&M manuals
- Quality and safety documentation
- Ensure all documentation meets contractual, regulatory, and project requirements.
- Interface Coordination
- Act as the key liaison between construction, engineering, commissioning, operations, and the client.
- Collaborate closely with the Commissioning Manager to ensure systems are ready for energisation/testing.
- Coordinate with discipline engineers to resolve technical queries and closeâout actions.
- Ensure smooth transition between construction completion and commissioning phase.
- Quality & Technical Assurance
- Verify that work delivered meets design specifications, standards, and quality codes.
- Ensure all required inspections (NDT, FAT/SAT, functional testing, pressure testing, etc.) are complete and compliant.
- Review redâline markups and final asâbuilts for accuracy.
- Programme & Reporting
- Maintain detailed tracking of package readiness and handover status using project tools.
- Provide weekly and monthly progress reports to project leadership.
- Risk identification and mitigation planning for handoverâcritical items.
- Support commissioning schedule development by providing accurate status information.
- Safety & Compliance
- Ensure all handover activities comply with safety regulations and permitâtoâwork systems.
- Support safe handover of live systems to commissioning and operations teams.
- Uphold project HSE and quality standards across all workstreams.
Qualifications & Experience
Essential
- Proven experience in handover, completion, or turnover roles on largeâscale industrial or energy projects.
- Strong knowledge of construction and commissioning processes in power generation (e.g., CCGT, biomass, energyâfromâwaste, CHP, hydrogen, renewables, HV substations).
- Experience managing TOC/FOC handover documentation and processes.
- Familiarity with relevant codes/standards (BS/EN, IEC, CDM, ASME, ISO systems).
- Strong ability to coordinate multiple stakeholders and drive closure of outstanding items.
Desirable
- Degree/HNC/HND in Engineering, Construction Management, or similar.
- Experience with digital handover systems (Aconex, EDMS, Smart Completions, etc.).
- Knowledge of commissioning workflows (Preâcommissioning/completions/energisation).
- Experience on EPC, EPCM, or Owners Engineer frameworks.
- Strong understanding of QA/QC documentation and processes.
