Role Purpose
JLL is seeking an experienced Technical Services Manager to lead the delivery of hard services across a Private Finance Initiative (PFI) contract portfolio. This role carries full accountability for the technical performance, compliance, and contractual delivery of mechanical, electrical, and building fabric services within a PFI/PPP environment, ensuring outputs meet the stringent availability and performance standards typical of these agreements.
Key Responsibilities
- The Technical Services Manager will take ownership of the day-to-day management of hard services delivery, including HVAC, electrical systems, building management systems, fire and life safety systems, and fabric maintenance, ensuring all works are carried out in line with the Project Agreement, Service Level Agreements, and Payment Mechanism requirements specific to the PFI contract.
- A core element of the role involves managing statutory compliance and ensuring all technical documentation, asset registers, and maintenance records are maintained to audit-ready standards, given the heightened scrutiny typical of PFI arrangements.
- The successful candidate will oversee subcontractor and supply chain performance, including commercial management of hard services subcontracts, variations, and works instructions.
- The role requires close liaison with the Special Purpose Vehicle (SPV), funders, and the authority/client representatives to manage performance reporting, deduction and availability calculations, and unitary charge implications arising from technical service failures or non-availability events.
- The manager will also lead on lifecycle planning and asset replacement programmes, ensuring alignment with the contract's long-term maintenance and lifecycle funding obligations.
- Health and safety leadership is central to this position, including management of CDM responsibilities, permit‑to‑work systems, and risk assessments across the technical services function.
- The role also involves managing, mentoring, and developing a team of engineers and technicians, ensuring appropriate resourcing, competency, and training levels are maintained.
Candidate Requirements
Technical Qualifications (Essential): A recognised technical qualification is required, such as an HNC/HND, NVQ Level 3 or above, or a degree in Building Services Engineering, Mechanical/Electrical Engineering, or a related discipline. Candidates with a trade background (electrical or mechanical) combined with relevant time‑served experience and supervisory qualifications will also be considered.
Experience: Demonstrable experience managing hard services delivery within a PFI, PPP, or similarly regulated contractual environment is essential. Candidates should be able to evidence experience with payment mechanisms, availability‑based contracts, and performance deduction regimes, along with a strong understanding of statutory compliance frameworks (e.g., L8, F‑Gas, Electricity at Work Regulations).
