Role Summary

The Operations Leader is responsible for overseeing subcontractor operations across all buildings within our remit at the RAF Marham location ensuring a safe system of work for all tasks. Implementing Authority to Work and Permit to Work systems where applicable, checking competency and monitoring adherence to RAMS and Point of Work Risk Assessments. Scheduling works ranging from routine maintenance, repairs, small works (quoted) or minor repairs to site equipment liaising between site team & building managers through to completion. Use of company software to ensure SLA's are met where applicable, financial actions (within remit) are processed & documentation is linked to relevant tasks. Line managing a small team of general maintenance operatives.

Duties and Responsibilities

  • Subcontract Management: Monitor subcontractor performance and compliance. Maintain relationships with subcontractors and resolve any issues. Schedule works, ensuring strict military procedures & notice periods adhered to.
  • Authority & Permit to Work Systems: Maintain ATW/PTW systems, working alongside ETL /CDM team. Ensure all necessary safety measures are in place before issuing permits/authority to work (SSOW).
  • Safety and Compliance: Ensure all work activities comply with health and safety regulations. Coordinate with JLL & Lockheed Martin ESH teams to implement safety protocols. Request, vetting & implementation of RAMS in accordance with works being carried out.
  • Works Coordination: Liaise with JLL & Lockheed Martin to understand work requirements & the business needs of the client and site operations, specifically the F35 program and help coordinate works around these requirements. Draft quotation proposals, issue to CDM, provide updates & track progress of works. Coordinate work schedules to minimise disruptions and optimise efficiency, utilising CAFM system. Resolve conflicts between different work activities or subcontractors, prioritising accordingly. Line manager to GMO team, ensuring performance, training, TBT sessions, PPE, auditing, Driving & other related standards are met.
  • Documentation and Reporting: Maintain accurate records of all permits issued and subcontractor activities (report sheets). Prepare regular reports on work progress, safety performance, and subcontractor evaluations (such as vetting form). Carry out supplier audits as required. Ensure any immediate remedial actions required as a result of Sub-Contractor delivery are recorded and actioned within necessary timescales. Ensure vendor report sheets/certificates are uploaded to compliance site & tagged accordingly ensuring remedial tasks raised by team if required.

Qualifications and Experience

  • Minimum 5 years of experience in maintenance/construction/projects or technical facilities management.
  • Strong knowledge of health and safety regulations and permit to work systems.
  • IOSHH Managing Safely or equivalent.
  • Technical qualifications and experience essential, previous AP/RP status preferred.
  • Excellent communication and negotiation skills.
