The Strategic Asset Manager will be responsible for managing the complete lifecycle of Mechanical & Electrical (M&E) systems and building fabric assets across the UK Atomic Energy Authority (UKAEA) estate. This pivotal role combines strategic planning, technical expertise, and operational delivery to ensure all building assets are maintained, upgraded, and replaced in line with organisational objectives, regulatory requirements, and budgetary constraints.
Key Responsibilities
- Asset Lifecycle Management
- Lead the development and implementation of comprehensive lifecycle strategies for M&E and fabric assets across the UKAEA estate.
- Develop long-term capital investment plans to optimise asset performance, minimise lifecycle costs, and align with UKAEA's strategic goals.
- Create and maintain asset registers, condition surveys, and performance data to inform decision-making and prioritise works.
- Strategic Planning & Investment
- Prepare long-term capital expenditure forecasts and business cases for major refurbishment, replacement, and upgrade projects.
- Work closely with UKAEA stakeholders to understand their operational needs and translate these into effective asset management strategies.
- Conduct options appraisals and feasibility studies to identify the most effective approach for asset works, considering whole-life cost, performance, risk, and sustainability.
- Technical Expertise
- Provide expert technical guidance on M&E systems, including HVAC, electrical distribution, fire systems, and building management systems (BMS).
- Assess the condition of building fabric, including structural elements, roofing, façades, and internal finishes.
- Ensure all asset strategies and works comply with relevant standards, building safety regulations, and industry best practice.
- Risk & Compliance Management
- Identify and manage risks associated with asset failure, obsolescence, and non-compliance.
- Ensure all assets meet statutory requirements, maintaining appropriate certification and documentation.
- Develop robust risk mitigation and contingency plans for critical assets that support UKAEA's core operations.
- Budget & Commercial Management
- Manage asset-related budgets, ensuring resources are allocated efficiently across planned maintenance, reactive works, and capital projects.
- Monitor expenditure against budget, providing regular financial reports to both JLL and UKAEA stakeholders.
- Support the procurement and management of contractors for asset-related projects and services.
- Stakeholder Engagement
- Build and maintain strong working relationships with UKAEA's facilities teams, operations managers, and senior leadership.
- Clearly communicate asset strategies, performance metrics, and investment plans to both technical and non-technical audiences.
- Collaborate with JLL's service delivery teams—including maintenance, projects, and compliance—to ensure a fully integrated service.
- Performance Monitoring & Reporting
- Establish and track Key Performance Indicators (KPIs) for asset condition, availability, reliability, and lifecycle cost.
- Produce regular management reports on asset performance, investment delivery, and strategic progress.
- Use data from asset management systems to drive continuous improvement and data-led decisions.
- Sustainability & Innovation
- Identify opportunities to improve energy efficiency, reduce carbon emissions, and enhance environmental performance in line with UKAEA's sustainability objectives.
- Stay abreast of emerging technologies and industry trends in asset management, particularly those relevant to nuclear and research facilities.
- Champion innovative approaches such as predictive maintenance, digital twins, and advanced condition monitoring.
Required Qualifications & Experience
- Essential
- A minimum of 5 years' experience in Building Services, Facilities Management, or a related technical role.
- Proven experience in strategic asset management within a complex estate, covering both M&E and building fabric.
- Strong technical understanding of M&E systems, building fabric, and asset lifecycle principles.
- Experience in developing capital investment plans and managing large, asset-related budgets.
- Excellent analytical skills, with the ability to interpret technical data and produce evidence-based recommendations.
- Strong stakeholder management and communication skills, with the ability to engage effectively at all levels of an organisation.
- Desirable
- Experience working in a highly regulated or secure environment.
- Professional membership of a relevant body (e.g., RICS, CIBSE, IWFM, IAM).
- Experience with Computer-Aided Facilities Management (CAFM) systems.
- A project management qualification (e.g., PRINCE2, APM) or demonstrable project delivery experience.
- A strong understanding of sustainability, energy management, and net-zero strategies.
